As the number of foreign tourists visiting Jeju increases, customized campaigns to promote compliance with basic public order are being intensified. To effectively communicate Jeju’s fundamental rules to foreign visitors with different languages and cultures, the authorities are adopting a multi-layered approach, including multilingual guidance, on-site campaigns, and online promotions.


The Jeju Special Self-Governing Province Autonomous Police Agency (headed by Oh Chungik) is significantly expanding its channels for promoting basic public order to foreign tourists. The agency aims to enhance effectiveness by strategically tailoring its outreach based on tourists’ movement patterns and length of stay.


The Autonomous Police Agency has first targeted locations where foreign tourists tend to gather.


Multilingual banners providing information on basic public order have been installed in nine areas frequently visited by foreigners, such as Nuwemoru Street, Shilla Duty Free, Yongduam, Dongmun Market, and Olle Market. Visual promotional tools have been strengthened to ensure immediate delivery of messages on-site.


Indirect promotion through the travel industry is also underway. The Autonomous Police Agency has sent cooperation letters to 421 businesses, including 399 general travel agencies and 22 tourist hotels in the province, requesting their assistance in informing foreign tourists about compliance with basic public order.


The letters include key guidelines such as using crosswalks and observing traffic signals, prohibiting littering in public spaces, and banning smoking on buses and indoors, so that these rules can be naturally conveyed during the travel product briefing process.


On-site activities have also been strengthened. The Autonomous Police Agency, in collaboration with the Jeju Police Agency, has conducted ten basic public order compliance campaigns in areas with high concentrations of foreign tourists.


From April 14 to November 20 of this year, the agency, together with the Neuyeongnayeong Welfare Community, carried out the “Basic Order Guardians” activity, with senior safety guards participating in the areas of Sinjeju and Jeju Airport.


Over the seven-month period, the Basic Order Guardians conducted a total of 3,565 activities: 1,311 cases of guiding against jaywalking, 1,581 cases of preventing smoking, 432 cases of guiding against littering, and 241 cases of providing directions. On-site guidance and public order education were directly carried out. Notably, preventing smoking and guiding against jaywalking accounted for 80% of all activities, indicating a need for stronger promotion in these areas so that tourists are better informed.


The Autonomous Police Agency plans to further diversify its promotional channels. The agency will strengthen online promotions using Jeju travel supporters, collaborate with the Chinese Consulate General in Jeju to promote online campaigns targeting Chinese tourists and the Chinese community association, and expand the Basic Order Guardians’ activity zones to Tamna Square and the area around Jeju City Hall.


Park Sanghyun, Head of the Tourism Police Division, said, “We will continue to expand customized campaigns that take into account the language and culture of foreign tourists in line with the increasing trend. Through a variety of channels, we aim to ensure that basic public order is naturally internalized and to create a safe and high-quality tourism environment in Jeju.”
