"Executive Order to Be Signed This Week"
On December 8 (local time), President Donald Trump of the United States announced that he plans to sign an executive order this week that will introduce a federal-level "One Rule" system, aimed at maintaining the country's leadership in the field of artificial intelligence (AI).
President Trump posted on his own social networking service, Truth Social, stating, "It is unacceptable for companies to have to obtain approval from each of the 50 states whenever they want to do something."
He pointed out, "We are currently ahead of every other country in the AI race, but if all 50 states become involved with their own rules and approval procedures, this advantage will not last long." He added, "Some of the 50 states are demonstrating undesirable behavior," and warned that if differing regulations by state continue, "AI will be destroyed at its very inception."
This executive order is seen as part of the Trump administration's support measures for rapidly advancing AI technology since the launch of ChatGPT in 2022. While the use of AI is spreading quickly across businesses, government, and the general public, the federal Congress has yet to establish a unified regulatory framework. In this context, individual state governments have been pursuing their own regulations to address potential risks. The move is interpreted as a response to this trend, as President Trump believes that the proliferation of state-level regulations could hinder industry development.
President Trump reiterated, "If we want to continue leading in the AI field, there must be only one rule," emphasizing that a system requiring companies to obtain approval from each state "will never work."
