Woojin Hwang, a former Deputy Chief Prosecutor (Judicial Research and Training Institute, Class 32) renowned as one of the leading "international affairs experts" within the prosecution, has joined the law firm LKB Pyeongsan.
According to the legal community on December 5, LKB Pyeongsan appointed former Deputy Chief Prosecutor Hwang as its Chief Attorney on December 1.
International Affairs Expert: International School of Panama and New York University School of Law Graduate
Former Deputy Chief Prosecutor Hwang graduated from Seoul Sehwa High School and Seoul National University School of Law. He passed the 42nd National Judicial Examination in 2000 and completed the 32nd class of the Judicial Research and Training Institute.
Thanks to his father’s assignment to Panama during his elementary school years, Hwang graduated from the International School of Panama (ISP). He is known to be fluent in both English and Spanish at a native level.
As a result, during his time as a public legal officer, he handled legal counseling for overseas Koreans at the Ministry of Justice’s International Legal Affairs Division, as well as SOFA-related matters and national litigation at the Seoul High Prosecutors’ Office. After earning his LL.M. (Master of Laws) from New York University School of Law in 2010, he obtained the New York State Bar qualification the following year.
During his tenure as a prosecutor, Hwang served in key international positions within the prosecution, including prosecutor at the Ministry of Justice’s International Legal Affairs Division, prosecutor at the Seoul Central District Prosecutors’ Office Foreign Affairs Division (now the International Crime Investigation Division), and Legal Cooperation Officer at the Permanent Mission to the United Nations in New York, earning him the nickname of "international affairs expert."
While working at the Ministry of Justice’s International Legal Affairs Division, he led the drafting of domestic implementation laws and enforcement regulations for the Hague Convention on the Civil Aspects of International Child Abduction, an international mechanism to address the abduction of children abroad following the breakdown of international marriages. He also spearheaded the establishment of the Seoul International Arbitration Center in collaboration with the Korean Bar Association, the Korean Commercial Arbitration Board, and others.
As the lead prosecutor of the Foreign Affairs Division at the Seoul Central District Prosecutors’ Office, he handled cases involving the misappropriation of school funds by prominent foreign schools through overseas paper companies.
Expert in Intellectual Property and Fair Trade Cases... Also Selected as "Outstanding Criminal Division Chief Prosecutor"
In 2014, Hwang prosecuted Ticket Monster (Tmon) for selling counterfeit UGG boots worth 1.3 billion won, earning a commendation from the Prosecutor General for his achievements in cracking down on intellectual property rights violations. He also obtained the Blue Belt (Level 2) certification as an official expert prosecutor in the field of unfair competition (trade secrets) from the Supreme Prosecutors’ Office, distinguishing himself in both fair trade and intellectual property (IP) fields.
Before the establishment of the Fair Trade Investigation Division at the Seoul Central District Prosecutors’ Office, Hwang served as the lead prosecutor of Criminal Division 6, which was then dedicated to fair trade cases. He actively investigated the "Kooksoondang abuse of power case," in which the Fair Trade Commission did not exercise its exclusive right to file complaints, and exercised the right to request prosecution, leading to the indictment of the CEO and others. When indictments were filed in December 2014, the civic group People’s Solidarity for Participatory Democracy issued a statement welcoming the prosecution’s exercise of this right.
In 2021, at the Daegu District Prosecutors’ Office Western Branch, and in 2022, at the Daejeon District Prosecutors’ Office, Hwang served as the most senior division chief prosecutor, leading Criminal Division 1 and handling defamation cases, among others, demonstrating outstanding investigative abilities in general criminal cases.
As the chief prosecutor of Criminal Division 1 at the Daejeon District Prosecutors’ Office, he efficiently investigated and resolved cases such as: the recognition of self-defense for a convenience store owner who subdued an armed attacker; a fatal drunk driving incident involving elementary school students in a school zone; and the SRT high-speed train derailment. For these achievements, he was selected as an "Outstanding Criminal Division Chief Prosecutor" by the Supreme Prosecutors’ Office in 2022.
Meanwhile, while serving as spokesperson (at the Deputy Chief Prosecutor level) at the Seoul Southern District Prosecutors’ Office, which specializes in financial and securities crimes, and at the Suwon District Prosecutors’ Office, which focuses on advanced industry protection, he was responsible for briefing the media on major cases of public interest, including the Young Poong Paper stock manipulation case, the YouTuber Tzuyang defamation case, and the Aricell serious industrial accident case. He received high marks for his media relations and communication skills.
LKB Pyeongsan, launched this year through the merger of LKB & Partners and Pyeongsan, includes a number of former judges and prosecutors, such as Lee Kwangbum, former Chief Judge of the High Court and current Chairman of the Board (Special Prosecutor for the "President Lee Myung-bak Naegok-dong Private Residence Land Purchase Scandal"), Kang Chanwoo, former Suwon District Prosecutor, Yoon Woonggeol, former Jeonju District Prosecutor and current CEO, and Kim Heejun, former Deputy Chief Prosecutor of the Gwangju District Prosecutors’ Office.
