Establishing Leadership in Public Sector AI Transformation
Changwon Special City announced on December 4 that it received the Minister of the Interior and Safety Award at the '2025 Public AI Grand Transformation Challenge Excellent Case Grand Final,' hosted by the Ministry of the Interior and Safety and organized by the National Information Society Agency.

This competition was established to discover practical ideas for a comprehensive AI transformation in the public sector and to promote a culture of data analysis and AI utilization.
The competition was divided into two categories: citizen-oriented services, which focused on creating and improving the quality of services that citizens can directly experience through data analysis and AI; and work efficiency, which aimed to enhance administrative efficiency by improving work processes, reducing costs, and shortening processing times.
Changwon Special City won in the work efficiency category with its 'AI Prediction System for Selecting Recipients of Eco-Friendly Organic Fertilizer Support,' which was developed by staff members without additional budget. This system was created in collaboration with the Agricultural Technology Center to address issues such as the low selection rate caused by excessive fertilizer applications from farmers, resulting civil complaints, and increased workload for public officials in the organic fertilizer support project. By leveraging artificial intelligence, the system helps resolve these problems.
The city expects that using this system will prevent excessive fertilizer applications, improve selection rates, reduce civil complaints, and shorten processing times through work automation, thereby enhancing administrative efficiency.
Kim Jongpil, Director of Planning and Coordination, stated, "This case is significant because staff members directly recognized on-site problems and devised solutions. We will continue to discover and expand practical cases of work improvement using data and artificial intelligence so that citizens can experience tangible changes in administration, ensuring that the public sector does not fall behind in AI transformation."
