Democratic Party to Notify People Power Party After Finalizing Position on Judiciary Committee-Led Investigation

On November 27, the ruling and opposition parties agreed to prioritize the handling of the arrest motion for Choo Kyungho, a member of the People Power Party, and seven urgent livelihood bills at the plenary session. Although there are over 90 items that could be submitted to the plenary session, the parties adjusted the schedule to address the most urgent bills first in order to reach a bipartisan agreement.


Woo Wonshik, Speaker of the National Assembly, Kim Byungki, Floor Leader of the Democratic Party of Korea, Song Eonseok, Floor Leader of the People Power Party, and other party leaders coordinated this agreement following their meeting on the same day.

Moon Jinseok, Senior Deputy Floor Leader of the Democratic Party of Korea, told reporters after the meeting, "Although we planned to process livelihood bills that have passed the standing committees and the Legislation and Judiciary Committee at today's plenary session, due to internal circumstances within the People Power Party, we agreed to handle seven bills today and process the remaining bills together with the budget bill on December 2." Yoo Sangbeom, Senior Deputy Floor Leader of the People Power Party, added, "We also agreed to process the arrest motion for Assemblyman Choo today."


The bills handled together with the arrest motion for Assemblyman Choo are as follows: ▲ Partial Amendment to the Electronic Financial Transactions Act ▲ Special Act on Support for Relocated Institutions to Busan as a Maritime City ▲ Special Act on Strengthening the Competitiveness of the Steel Industry ▲ Traditional Market Promotion Act ▲ Agricultural Materials Support Act ▲ National Pension Act ▲ Act on the Confiscation of Corrupt Assets, totaling seven bills.


The Democratic Party of Korea decided to finalize its position on a parliamentary investigation into the abandonment of the Daejang-dong appeal by 5 p.m. and notify the People Power Party. While both parties have discussed a parliamentary investigation into this issue, the Democratic Party insisted it should be conducted by the Legislation and Judiciary Committee, whereas the People Power Party called for the creation of a special committee. As the People Power Party accepted the investigation to be handled by the Legislation and Judiciary Committee, the Democratic Party also decided to announce its stance. However, the People Power Party demanded changes in positions regarding the appointment of a committee secretary, the deprivation of speaking rights, and the adoption of witnesses as conditions for accepting the investigation by the Legislation and Judiciary Committee.


Moon Jinseok explained, "If there had been no conditions set, we could have consistently proceeded with the parliamentary investigation in the Legislation and Judiciary Committee, but since the People Power Party presented three conditions, internal discussions were necessary." Regarding the situation if the three conditions are not accepted, he added, "Whether to accept it or not is now up to the People Power Party."
