Andong City Reaffirms Its No. 1 Status in Civil Administration in the Province

AI, Kindness, and Safety: A Complete Model
Four Consecutive Years of Awards

Andong City has reaffirmed its status as a leader in civil administration innovation by winning the Grand Prize, the highest honor, in the '2025 Gyeongsangbuk-do Civil Administration Performance Evaluation' conducted by Gyeongsangbuk-do Province.


On Wednesday, the 26th, the city announced that it had been selected as the top institution in the civil service provision category among the 22 cities and counties in the province.

The key reason behind this award appears to be the establishment of a 'comprehensive civil administration model' that goes beyond simply processing civil complaints quickly, encompassing AI-based services, a civil safety system, and customer-friendly administration.


Andong City has set a stable record of winning awards for four consecutive years: the Excellence Award in 2022, the Grand Prize in 2023, the Encouragement Award in 2024, and once again the Grand Prize in 2025.


The evaluation covered eight areas: ▲prompt processing of time-bound civil complaints, ▲improvement of official seal certificate-related tasks, ▲utilization of the National Idea Platform, ▲proposals for improving civil complaint systems, ▲staff kindness training, ▲protection of civil affairs staff, ▲personal information protection, and ▲improvement of civil service. Andong City achieved top results in all categories.


This year, in particular, practical policies such as AI-based civil interpretation services, QR example banners for civil complaint forms, the creation of a book rest area in the civil affairs office, kindness and professional response training, the enactment of ordinances and operational guidelines for the protection of civil affairs staff, received high marks.


Facility improvements to enhance citizen convenience and the establishment of institutional frameworks to protect public officials were also highly praised.


Kwon Gichang, Mayor of Andong City, stated, "This Grand Prize is the result of all departments working together to provide citizen-centered civil administration," adding, "We will continue to earn citizens' trust through customized civil complaint services and advanced systems."


Andong City plans to continue discovering new initiatives to further enhance the quality of civil services and to promote digital-based administrative innovation next year.
