"Significant Changes Expected in Residential Environment Within 10 Years"
Jungnang District in Seoul (Mayor Ryu Kyunggi) announced on November 26 that a total of 27 sites, including 8 locations for redevelopment and reconstruction, 5 sites for urban public housing complex projects, and 14 sites for Moa Town projects, have been selected as candidate areas for housing development projects by the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government. This is expected to lead to the supply of approximately 40,000 new housing units.

Since 2021, Jungnang District has had the highest number of selected projects and the largest project area among all Seoul districts, and the procedures for major sites are progressing at a rapid pace.
In the area of 174-1 Myeonmok 5-dong, where the fast-track integrated planning has been finalized, the redevelopment project is now in full swing. Projects in Myeonmok Districts 8 and 9 are underway with the goal of being officially designated as maintenance zones next year. In October, the urban public housing complex project zones near Yongmasan Station and Sangbong Station completed their official designation, laying the groundwork for full-scale implementation.
The Moa Town project is also gaining momentum. The area around 329-38 Junghwa-dong passed the Seoul Metropolitan Government’s integrated review for small-scale housing maintenance on November 17 and is set to be developed into a waterfront residential complex with 2,295 units by 2031. Leveraging its proximity to Junghwa Station on Subway Line 7 and the Jungnangcheon Stream, the project will include road expansions, separation of pedestrian and vehicle traffic, the creation of a children's park, and the expansion of community facilities. The district also plans to enhance spatial efficiency through building cooperation with neighboring areas, such as the joint installation of underground parking lots.
The area around 152-1 Myeonmok 5-dong also began its maintenance procedures in earnest this year. Following the approval and announcement of the Moa Town management plan on January 23, the ‘Myeonmok Station 3-8 District’ received approval for association establishment on July 7, and the ‘Myeonmok Station 3-7 District’ on November 21. These two districts will feature 359 apartment units in buildings ranging from 5 to 29 stories, along with community facilities and a children's park. The district plans to simultaneously secure pedestrian spaces and improve roads, aiming to revitalize aging residential areas and enhance the overall living environment.
Approximately 80% of all homes in Jungnang District are over 20 years old, making systematic expansion of infrastructure alongside housing maintenance a long-standing necessity. In January 2023, the district established a Housing Development Promotion Team dedicated to providing guidance and administrative support for each project site, as well as regularly offering easily accessible information on project procedures and progress to improve residents’ understanding.
To minimize resident conflicts and strengthen on-site communication, the district has also set up a separate Housing Development Support Team, assigning dedicated staff to each project location and running a Housing Development Academy to provide ongoing education and guidance. This month, the district held a forum with experts in architecture, law, and maintenance, as well as project site representatives, to share the latest policy trends from the government and Seoul Metropolitan Government. The district is also increasing resident participation by providing information through various means, such as resident briefings for each project site, video production, and online informational content.
Mayor Ryu Kyunggi stated, “If the projects selected so far proceed without setbacks, approximately 40,000 new apartment units will be supplied in Jungnang District. We expect the residential environment in Jungnang District to change significantly over the next 10 years. To keep our promises to residents, we will continue to identify new candidate sites and ensure the stable progress of existing projects.”
