Kyungkoo Cho, a member of the Daegu City Council (People Power Party, Suseong District 2), sponsored and introduced a partial amendment to the "Daegu City Ordinance on Promotion of Employment for High School Graduates" at the 321st regular session on November 24. The amendment focuses on expanding the recruitment of high school graduates in public institutions and strengthening support systems.
Cho stated, "As the college enrollment rate increases, employment opportunities for local high school graduates are steadily decreasing, and it is becoming increasingly difficult for them to secure stable jobs." He added, "While the current ordinance sets out the basic direction for expanding high school graduate recruitment, it lacks concrete measures and effectiveness, making institutional improvements necessary."
The proposed amendment expands the scope of the ordinance to include "entrusted agencies" in addition to public corporations, public enterprises, and funded institutions. It also mandates that measures to promote the employment of high school graduates be included in the annual detailed job creation plan. Furthermore, it raises the minimum preferential employment ratio for high school graduates from 5% to 8% for new hires at public enterprises with 30 or more employees.
Kyungkoo Cho remarked, "Through this amendment, we can spread a fair, competency-based recruitment culture and enable the public sector to take the lead in hiring high school graduates, thereby promoting a more balanced utilization of local talent." He expressed his hope that the amendment would lead to practical policies for expanding employment opportunities.
