Hwasun County Council Opens 277th Second Regular Session

Administrative Affairs Audit for This Year and Next Year’s Budget Bill Under Review

The Hwasun County Council in South Jeolla Province convened its 277th second regular session on November 21, which will run for 29 days until December 19.

According to the Hwasun County Council on November 24, this final session of the year will cover the following agenda items: the 2025 administrative affairs audit, the 2026 budget bill, the third supplementary budget bill for 2025, and the review of ordinance bills and general agenda items.


The agenda for this regular session includes 20 ordinance and regulation bills-of which 7 are ordinance bills proposed by council members, such as the “Hwasun County Ordinance on Supporting At-Risk Youth”-as well as one budget bill and eight general agenda items.


At the first plenary session held that day, the council handled six items, including the “Decision on the Session Period of the 277th Second Regular Session of the Hwasun County Council,” and received a municipal address and proposal explanation from County Governor Koo Bokgyu regarding the submission of the 2026 budget bill.


The 2026 budget bill submitted to the council amounts to 720 billion won, an increase of about 4.4 billion won (0.63%) compared to the main budget for 2025.


In his opening remarks, Chairman Oh Hyungyeol stated, “The review of the budget bill, which determines the direction of county administration, is a very important responsibility. I ask for a thorough review to ensure that precious tax revenues are used where they are most needed, with the improvement of residents’ welfare as the top priority. I also hope that the administrative affairs audit will meticulously examine all aspects of county administration, further developing areas that are working well and supplementing those that are lacking, so that more efficient and responsible administration can be achieved.”


He added, “I hope everyone will pay special attention and make efforts to ensure that all residents can have a warm and safe winter through field-oriented administration, such as disaster preparedness for the winter season and protection of vulnerable groups.”


Meanwhile, the schedule continues with on-site visits and the review of ordinance and general agenda items by each standing committee from November 24 to 26. From November 27 to December 4, the 2025 administrative affairs audit will be conducted for 26 departments, including the Planning and Audit Office.


From December 5 to 18, the council will review next year’s budget bill and the third supplementary budget bill for this year. On the final day of the session, December 19, at the third plenary session, the council will vote on next year’s budget bill and adopt the results of the administrative affairs audit, concluding the regular session.
