Comprehensive Review of Budget, Policies, and Audits Over 30 Days
Full-Scale Proposals for Solutions to Key Issues Begin
The Andong City Council (Chairman Kim Kyungdo) convened the 263rd 2nd Regular Session on November 20, which will run for 30 days until December 19, launching a comprehensive review process to finalize the blueprint for municipal governance in 2026.
This regular session, considered the most important of the year, will feature a thorough examination of the budget proposal, administrative work audits, and key pending issues, providing an all-encompassing review of the city’s administration.
During the session, the council will review reports on major work achievements for 2025 and work plans for 2026, the 2025 administrative audit, the 2026 budget and fund management plan, the fourth supplementary budget proposal for 2025, as well as various ordinances and other agenda items.
In particular, the administrative work audit will serve as a core process to closely scrutinize the implementation and outcomes of executive branch policies and to propose practical alternatives for the city’s development.
At the first plenary session held on November 20, the mayor’s policy address for 2026, explanations of the budget and fund management plan proposals were presented, setting the direction for the session’s proceedings.
At the second plenary session on December 10, the proposal for the fourth supplementary budget for 2025 will be explained, and at the third plenary session on December 19, the council will finalize decisions on agenda items and the budget after committee reviews, and then adopt the results report of the administrative audit, concluding the schedule.
Various suggestions were also raised regarding legislative issues. During the five-minute free speech session, Assemblywoman Jeong Boksoon proposed ways to preserve the historical value of the “Honil Gangni Yeokdae Gukdo Jido”; Assemblywoman Yeo Juhee called for a comprehensive review and immediate improvement of student safety measures around Songhyeon Elementary School; Assemblyman Kim Hoseok emphasized the need to establish the “Andong Physical AI Center”; and Assemblyman Kim Sunjung highlighted the effectiveness of carbon neutrality policies in the era of climate crisis.
The year-end regular session is a decisive turning point for the Andong City Council to readjust budgets and policies directly impacting citizens’ lives.
Since next year’s municipal direction and key projects will be finalized during this session, attention is focused on how the council members’ discussions and review processes will influence Andong’s administrative capabilities and urban competitiveness moving forward.
