Review of Supplementary and Annual Budgets Alongside Administrative Audit
Chairman Kim Yanghun: "Top Priority on Improving Quality of Life and Regional Development"
On November 19, the Wando County Council in South Jeolla Province announced that it will hold the "334th Wando County Council 2nd Regular Meeting" for 25 days starting from the 20th.
During this regular session, the council will review the third supplementary budget for this year and next year's budget (653 billion won, a 5.08% increase compared to the previous year), deliberate on ordinance bills related to public welfare, and conduct an administrative audit to examine the overall county administration.

At the first plenary session, Assemblyman Park Seonggyu, Assemblywoman Ji Min, and Assemblyman Cho Inho will each deliver five-minute speeches on the following topics: the need for diligent administrative audits and practical measures; expanding the grandparent-grandchild care support program; and the necessity of systematic planning and investment for island development, respectively.
The Special Committee on Budget and Accounts will review two items, including the supplementary budget bill. The Council Operations Committee will review two reports on the activities of council research groups. The Administrative and Autonomy Committee is scheduled to review 21 items, including support for overcoming infertility, and the Industrial and Construction Committee will review 10 items, such as the outsourcing of resource management center operations.
After the second plenary session on the 25th, the administrative audit, known as the "highlight of council activities," will be conducted for nine days. The audit will thoroughly examine major projects and all administrative work of the executive branch, and on-site inspections will be conducted if necessary.
Starting December 4, after the administrative audit, the council will listen to County Governor Shin Woochul's policy address on the 2026 budget proposal and review the budgets by department. At the fourth plenary session on the 12th, the council will finalize the administrative audit report, the 2026 budget bill, and the fund management plan.
During this session, several ordinance bills proposed by council members have also been submitted. These include Chairman Kim Yanghun's ordinance bill to support businesspeople, Assemblywoman Ji Min's ordinance bill to support reclusive individuals, Assemblyman Park Byungsoo's ordinance bill to support the disposal of neglected agricultural machinery, Assemblyman Cho Inho's basic ordinance bill for island development, and Assemblyman Cho Youngsik's ordinance bill on nutrition management for county residents.
Chairman Kim Yanghun stated, "This is a crucial session where we cannot neglect the review of the 2026 budget bill, public welfare ordinances, or the administrative audit that examines the overall county administration." He added, "We will prioritize improving the quality of life for county residents and regional development, thoroughly scrutinize the executive branch's policies and projects, and do our utmost to ensure the budget is allocated and executed efficiently."
The 2026 budget bill will be approved at least ten days before the start of the fiscal year, and the approved budget will be forwarded to the executive branch within three days.
