On November 19, Gyeonggi Provincial Government published the names of 3,156 individuals and corporations who have failed to pay more than 10 million won in local taxes or local administrative penalties and surcharges for over a year after the initial delinquency. The list was released on the Gyeonggi Provincial Government website (gg.go.kr) and Wetax (wetax.go.kr).
Local taxes are levies imposed by local governments, such as acquisition tax, property tax, and local income tax. Local administrative penalties and surcharges are non-tax revenues, including fines and enforcement charges for illegal acts, compensation payments, and fees related to public interest projects.
Among those listed for local tax delinquency, there are 1,801 individuals and 1,016 corporations. The total delinquent amount is 118.5 billion won for individuals and 86.3 billion won for corporations, totaling 204.8 billion won. For local administrative penalties and surcharges, there are 238 individuals and 101 corporations in arrears, with 19.3 billion won owed by individuals and 25 billion won by corporations, totaling 44.3 billion won.
According to the Local Tax Collection Act and the Local Administrative Penalty and Surcharge Collection Act, a six-month period must be provided for delinquents to explain their situation before their names are made public. In line with this, Gyeonggi Provincial Government sent prior notices to 4,088 delinquents in March.
The individuals and entities disclosed on this day are those who failed to pay their taxes even during the explanation period. Their names, addresses, and details of the delinquent taxes are now public.
By the size of the delinquent amount, 1,905 people (60.4%) owed between 10 million and less than 30 million won, making up the largest group. There were 539 people (17.1%) with delinquencies between 30 million and less than 50 million won, 384 people (12.1%) between 50 million and less than 100 million won, and 328 people (10.4%) with over 100 million won in arrears.
Among the 2,039 individual delinquents, those in their 60s accounted for the largest share at 613 people (30%), followed by those in their 50s with 599 people (29.4%), 40s with 372 people (18.3%), 70s and above with 327 people (16%), and those in their 30s or younger with 128 people (6.3%).
Among the disclosed names, the corporation with the largest local tax delinquency is NSTY Co., Ltd., based in Suwon, which owes 21 billion won in cigarette consumption tax and other taxes.
The corporation with the largest arrears in local administrative penalties and surcharges is the Gimpo Pungmu Yuhyeon District Urban Development Project Association in Gimpo, which failed to pay 4.1 billion won in sewerage connection fees and other charges.
The individual with the largest tax delinquency is Mr. Choi, a resident of Seongnam, who owes 32.5 billion won in cigarette consumption tax and other taxes. The individual with the largest arrears in local administrative penalties and surcharges is also Mr. Choi from Seongnam, who failed to pay 2.5 billion won in fines under the Real Name Real Estate Act.
No Seungho, Director of the Tax Justice Division at Gyeonggi Provincial Government, stated, "In addition to publicly disclosing the names of major and habitual delinquents of local taxes and local administrative penalties and surcharges, we plan to implement strong administrative sanctions such as restrictions on licensed business operations, as well as measures like asset seizures and home searches. In particular, for those who have maliciously concealed assets or engaged in tax evasion, we will conduct thorough investigations and take strict actions such as imposing travel bans."
