Dongducheon City Accelerates Integrated Public Rental Housing at Jihaeng Station
Songnae 4 Parking Lot Land Use Change (Type 2 General Residential District → General Commercial District) Approved
Land Use Upgrade Expected to Prevent Youth Outflow and Attract New Residents
Dongducheon City in Gyeonggi Province (Mayor Park Hyungdeok) announced on November 17 that a conditional approval was granted for the proposed change to the urban management plan (land use district) to advance the integrated public rental housing complex development project at Jihaeng Station, during the 13th Gyeonggi-do Urban Planning Committee meeting held at the Gyeonggi Provincial Government Office on November 14.
This proposal involves upgrading the land use designation of the Songnae 4 Public Parking Lot site (2,402.9 square meters) from a Type 2 General Residential District to a General Commercial District. The city initiated the urban management plan change in February this year and submitted the approval request to Gyeonggi Province in July 2025. With the plan passing the Urban Planning Committee's review, a key step for the project’s advancement has been secured.
This outcome is significant as it marks the first case in Gyeonggi Province where an upgrade from a Type 2 General Residential District to a General Commercial District has been approved for a public rental housing project. Dongducheon City, designated as an area of concern for population decline, effectively highlighted the need to address the outflow of young people and the necessity for mixed-use development around the station, which led to a positive evaluation.
It is also noteworthy that, thanks to the active cooperation of working-level departments such as the Gyeonggi-do Urban Policy Division and the Urban Planning Standing Planning Group, the proposal was approved swiftly by the main committee without being referred to a subcommittee. With this approval, Dongducheon City has further solidified its foundation for attracting population inflow and strengthening urban competitiveness.
The city plans to hold a joint urban and architectural committee meeting in December to discuss changes to the district unit plan for the Songnae 4 Public Parking Lot site. At this meeting, the committee will review a plan to convert the site's use from its current function as a parking lot to one that enables integrated public rental housing complex development.
Mayor Park Hyungdeok of Dongducheon City stated, "The passage of this review by the Gyeonggi-do Urban Planning Committee will be an important turning point for improving residential conditions and preventing the outflow of young people," adding, "We will continue to actively review and promote strategic and systematic urban planning to achieve urban development that citizens can truly experience."
