Park Jisoo, a 31-year-old civil servant from Gunsan City, North Jeolla Province, who has become known as the "Second Chungju Man" after gaining attention for his appearance in the 21st Presidential Election promotional video, has received a special promotion from grade 9 to grade 8 in the Public Relations and Cooperation Department.
In an interview with Yonhap News on the 13th, Administrative Officer Park said, "I think this good thing happened because I enjoyed filming with my colleagues and we came up with ideas together," adding, "I feel both sorry and grateful to my colleagues who worked hard with me, as I am the only one to receive this special promotion."

The reason he became a sensation on social networking services (SNS) is due to his "dedicated acting." Many of the promotional videos posted on Gunsan City's official accounts are so lively that it's hard to believe they were filmed by civil servants. As a result, the cumulative number of views for about 10 promotional videos has reached 14 million.
Netizens have responded enthusiastically to his all-out performances, leaving comments such as, "Unless he's been promised a director position, this doesn't make sense," "The bar for civil servants in our country is way too high," "I bet many people will visit Gunsan because of him," "Why is he still a public servant?" "A true self-sacrifice for Gunsan," and "He deserves a big special bonus."
When asked where he usually gets his ideas for the promotional videos, Administrative Officer Park explained, "I have meetings with my colleagues, and sometimes I suggest interesting videos I’ve seen in daily life for us to film," adding, "Often, staff from the Media Promotion Division come to my desk, show me a video, and ask, 'Do you think you can do this?'"

In fact, promoting Gunsan City on SNS is not part of Administrative Officer Park’s official duties. The viral videos and SNS accounts are managed by the neighboring Media Promotion Division. Park’s own division is the Hometown Love Donation Division, which is responsible for promoting Gunsan’s Hometown Love Donation Program. He said, "Since both the Media Promotion Division and our division belong to the Public Relations and Cooperation Department, all supervisors and colleagues in charge of these tasks share the same office," adding, "At first, I just wanted to help out, but it led me here."
When asked which video is the most memorable, he replied, "I think it would have to be the first presidential election promotional video that went viral," adding, "I was thinking about how to make the election video a bit more fun, so I used the 'Who is the villain?' meme that was popular at the time, but I never expected it to become so popular."
He concluded, "I want to thank Administrative Officers Kang Hyunjun, Hwang Hyeonok, Gu Jueun, and Ko Subin, who always work hard on filming, my colleagues in the Public Relations and Cooperation Department, and Division Chief Jo Okhee, who willingly 'dispatches' me even though it's not her division's work," adding, "I will continue to do my utmost to help promote Gunsan City, no matter how small my contribution may be."
