Pilot Distribution in Five Neighborhoods with High Youth Influx
Expansion to All 21 Neighborhoods Next Year
Gwanak District in Seoul (District Mayor Park Junhee) is providing a "welcome kit" to young people who have moved into single-person households. The initiative aims to support young residents as they start anew in an unfamiliar area and to promote the district's image as a youth-friendly city.

The welcome kit includes 15 types of emergency medicines, a natural loofah, a character-themed shopping bag, and a welcome postcard for new residents. The postcard features a QR code that provides an overview of youth policies and facilities offered by both Gwanak District and Seoul City, serving as a guide to help newcomers adapt to the area.
This project is being carried out in the form of special merchandise, utilizing Gwanak's youth city brand "Cheongchundaero, Gwanak" and the characters "Gwanaki" and "Byeolnyangi." The district plans to strengthen communication with young people through approachable designs.
The welcome kit is available to single-person households of young people aged 19 to 39 who have moved from other districts since November 1 and completed their move-in registration at one of five community centers: Haengun-dong, Cheongnyong-dong, Seowon-dong, Sillim-dong, and Daehak-dong. Kits are distributed on a first-come, first-served basis until supplies run out, and only those who register their move in person are eligible to receive one.
The district is also conducting satisfaction surveys at the distribution sites and plans to incorporate young residents' feedback into next year's project. In 2026, the program will expand to all 21 neighborhoods, with a total of 800 welcome kits to be distributed.
Park Junhee, Mayor of Gwanak District, stated, "Gwanak District has the highest proportion of young people in the country at 41.4%, and the youth population is a vital driving force for the local community and economic development. Supporting young people who are settling in Gwanak for the first time so that they can adapt and establish themselves is the first step toward the district's future and growth."
