City Finalizes Basic Plan for Utilization of Gyeongwon Line Underpass Space

On November 11, Yangju City in Gyeonggi Province held the final briefing session for the "Basic Plan for Utilization of the Underpass Space of the Gyeongwon Line" at the mayor's office in city hall, where they discussed directions for creating citizen living spaces using idle railway land.

The briefing was attended by Yangju Mayor Kang Suhyeon, key senior officials, the heads of Yangju 1-dong and Hoecheon 2-dong, as well as Jang Kyungsoo, director of KDENg Co., Ltd., the agency responsible for the project.


This project was initiated to transform the underpass space of the Gyeongwon Line-long neglected, detracting from the city’s appearance, and causing divisions within Hoecheon New Town-into a citizen-centered living and cultural space.


Since February 2024, the city has been working with KDENg Co., Ltd. on the project, and after coordinating with relevant agencies, finalized the basic plan through this final briefing session.


The project plan includes: ▲ a survey of cases and current status of idle railway land utilization ▲ establishing basic directions and objectives for space utilization ▲ creating themed zones for each area ▲ designing programs and pedestrian circulation routes ▲ and a phased business implementation plan.


Notably, some sections of Hoecheon New Town have been selected for the National Railway Authority’s "Idle Land Utilization Contest Project," allowing the city to use the land free of charge and giving new momentum to the initiative.


Yangju Mayor Kang Suhyeon stated, "The city is reviewing various options to turn the underpass space of the Gyeongwon Line into an open living area that citizens can freely use," adding, "Based on the results of this project, we will further detail our implementation plans going forward."
