Approval Secured from South Jeolla Province;
Private Investment of 898.5 Billion Won Confirmed
Stay-Type Resort Complex to Feature
Accommodations, Leisure, and Cultural Facilities
Yeosu City in South Jeolla Province (Mayor Chung Kimyung) announced on November 10 that it had received approval from South Jeolla Province for the designation and development plan of the Yeosu Musulmok Tourist Complex, and will now move forward in earnest with the creation of a comprehensive, stay-type resort complex.
With this approval, the 1.19 million square meter (approximately 360,000 pyeong) area around Musulmok will be developed into a leading stay-type resort complex on the southern coast, integrating accommodations, leisure, and cultural facilities. The total project cost is 898.5 billion won, and Yeosu Leisure Development Co., Ltd. will carry out the private development project.
The city plans to go beyond simply establishing tourist facilities by pursuing a mutually beneficial development model that emphasizes public interest and local participation. It will also introduce an International Island Lounge to establish an international island tourism hub and operate a Yeosu Tourism Workforce Training Center to nurture local tourism professionals.
In addition, the city has designed mutually beneficial facilities such as seafood and specialty product shops and restaurants jointly operated by local residents, along with benefits such as resident discounts, priority hiring, and preferential sourcing of local products, to ensure tangible economic returns for the local community.
Since 2022, Yeosu City has carried out a step-by-step process including city council and resident briefings, project proposal submissions, formation of a task force team, and the signing of an MOU among South Jeolla Province, Yeosu City, Moa Group, and Yeosu Leisure Development. The project plan was refined by incorporating resident feedback and reviews from relevant agencies, and in 2024, following further departmental reviews and consultations, final approval was secured.
The Musulmok Tourist Complex will feature a range of tourism and leisure facilities, including accommodations (hotels, condominiums, golf resorts, and townhouse-style lodgings), a pavilion garden, camellia forest garden, ocean panorama garden, and an 18-hole golf course. The project is also expected to boost stay-type tourism by linking with existing attractions such as Odongdo Island, Hyangiram Hermitage, and the marine cable car.
Mayor Chung Kimyung stated, "The Musulmok Tourist Complex will be developed as a sustainable resort that harmonizes nature and culture," adding, "We will do our utmost to establish Yeosu as a leading marine tourism city on the southern coast by promoting private investment, creating local jobs, and expanding resident participation."
He also urged the project operator to "proceed swiftly with the project so that the effects of revitalizing the local economy and creating jobs can become visible as soon as possible."
With this approval, Yeosu City plans to accelerate its efforts to become a core hub of the southern coast tourism belt and establish itself as a year-round, stay-type marine leisure tourism city.
