Strengthening Investments in Agricultural and Fisheries Reform, Carbon Neutrality, and New Growth Engines
Governor Kim Tae-heum: "We Will Lay the Foundation for Chungnam’s Future"
Chungnam Province has drafted a 2026 revenue and expenditure budget proposal totaling 12.4628 trillion won and submitted it to the provincial council.
This represents an increase of 695.7 billion won (5.9%) compared to this year’s main budget, with a focus on completing the core tasks of the 8th popularly elected administration and laying the foundation for future growth.
On November 5, the province stated, “Despite forecasts of an economic slowdown, next year’s budget aims to accelerate the achievement of results and make concentrated investments in balanced regional development and improving residents’ quality of life.”
By account, the general account stands at 10.6038 trillion won (up 9.2%), the special account at 1.1193 trillion won (down 1.8%), and the fund management plan at 739.7 billion won (down 18.9%).
Key investments by sector include: ▲ Establishment of the Chungnam-Style Farm Map (2 billion won), ▲ Smart Livestock Development Fund (5 billion won), ▲ Seocheon Tidal Flat Visitor Center (9.4 billion won), and ▲ Smart Aquaculture Complex (7.7 billion won), reflecting a significant allocation for agricultural and fisheries structural reform.
Additionally, the province is pursuing new growth engines such as: ▲ Promotion of the Chungnam Free Economic Zone (1.2 billion won), ▲ Creation of a Smart City (8.8 billion won), and ▲ Construction of the Chungnam International Exhibition and Convention Center (86.9 billion won).
In the field of carbon neutrality, the province plans to implement: ▲ Establishment of a Hydrogen City (18.7 billion won), ▲ Supply of Hydrogen Vehicles (29.6 billion won), and ▲ Green Bio Venture Campus (6.5 billion won). For balanced development, the budget includes: ▲ Maintenance of Local Roads (102.5 billion won), ▲ Establishment of Naepo Station (13 billion won), and ▲ Chungnam-Style Urban Live Together Project (35.2 billion won).
In his policy address, Governor Kim Tae-heum stated, “This budget is designed to embed the achievements of the 8th popularly elected administration into residents’ daily lives and lay the groundwork for future development,” adding, “We will prepare for Chungnam’s future without wavering in the face of changing policy environments.”
The provincial budget proposal will be finalized at the plenary session on December 15, following reviews by the standing and budget committees of the provincial council.
