Discussing Literacy Education for the AI Era
and Regional Cooperation in Education and Culture
Yanggu County in Gangwon Province has decided to promote the Gangwon Special Self-Governing Province RISE (Regional Innovation-led University Support System) Project in cooperation with Chuncheon National University of Education and Kangwon National University from 2025 to 2029, over a period of five years.

Yanggu County, which has secured an annual project budget of approximately 1.3 billion won, plans to realize a regional innovation ecosystem that integrates education, culture, and industry in collaboration with the two universities (Chuncheon National University of Education and Kangwon National University). The initiative will focus on Yanggu-tailored educational care, scaling up the Baekja (white porcelain) cultural industry, and establishing a lifelong learning ecosystem.
As the first step, Yanggu County and the Chuncheon National University of Education RISE Project Group will hold a special lecture and project briefing session for about 150 parents and other participants at the Budnamu Art Warehouse performance hall at 7 p.m. on November 6.
This event aims to share the direction of literacy education, which is one of the core competencies required in the age of artificial intelligence, and to introduce examples of co-prosperity and development in the education and culture sectors between Chuncheon National University of Education and Yanggu County.
In the first part, Professor Cho Byoungyoung from Hanyang University, a leading authority on literacy research in Korea, will deliver a special lecture for parents entitled "Literacy Education in the Age of Artificial Intelligence: Advice for Parents." The session will cover strategies for improving students' learning comprehension and information utilization skills amid rapid technological change, as well as practical methods that can be implemented at home to enhance literacy.
The second part will feature a project briefing session to share the direction of the "Basic Academic Skills Education and Customized Educational Care Program" and the "Baekja Cultural Industry Scaling Up Project," which Yanggu County plans to promote in partnership with the Chuncheon National University of Education RISE Project Group.
Park Insook, Director of Lifelong Education, stated, "An education model linked to the local community is a key pillar in expanding opportunities for student growth and cultural enjoyment." She added, "We will continue to work closely with the two universities to strengthen a regionally tailored educational ecosystem," outlining plans to enhance local educational competitiveness, expand regional cultural content, and foster creative, convergent future talent.
