Yangcheon District Secures 688 Parking Spaces for Apartment Complexes by Utilizing Idle Land

384 Additional Parking Spaces Secured This Year Following 304 Spaces Last Year

Yangcheon District in Seoul (District Mayor Lee Kijae) announced on November 4 that it is implementing the "2025 Apartment Complex Support Project" to address parking shortages in multi-family housing complexes, creating a total of 384 new outdoor parking spaces.

Following the addition of 304 spaces last year, the district is securing even more parking spaces this year. The project aims to alleviate residents' parking difficulties by utilizing idle spaces within complexes, as well as to reduce safety accidents caused by illegal parking and delays in emergency vehicle access.


In particular, because no additional land acquisition is required, parking spaces can be secured quickly at just one percent of the typical construction cost for parking lots. To facilitate this, the district amended the "Support Ordinance for Multi-Family Housing" last year, establishing a legal basis for supporting the expansion of outdoor parking lots and providing up to 80% of project costs for up to 200 spaces per complex.


The support targets complexes with more than 20 households that have received the consent of at least two-thirds of residents. The district promoted the project for complexes deemed suitable after review and on-site inspections.


This year, three complexes were selected: Mokdong 5 Complex (103 spaces), Mokdong 12 Complex (133 spaces), and Mokdong 13 Complex (148 spaces). Of these, construction at Mokdong 13 Complex was completed in October and is already in operation. Mokdong 5 Complex is in the final stages of construction and is scheduled for completion in November, while Mokdong 12 Complex has received project funding and is preparing to begin construction.


The total project budget is approximately 1.15 billion won, with the district providing about 790 million won in support. To further encourage participation, the district held seven "on-site information sessions" to increase residents' understanding. Through such proactive administration, the district increased the number of parking spaces by 27% compared to last year.


Meanwhile, last year the district created 304 parking spaces by supporting five complexes, including Mokdong 3, 4, 6, and 11 Complexes and Sinjeong E-Pen House 3 Complex. By the end of this year, the cumulative total will reach 688 parking spaces, accelerating efforts to resolve chronic parking shortages in multi-family housing areas.


Lee Kijae, Mayor of Yangcheon District, stated, "I hope this project to expand outdoor parking lots will provide real relief for the chronic parking shortages in apartment complexes," adding, "We will continue to expand various policies to reduce residents' inconvenience and create a safer and more pleasant residential environment."
