The government has announced its plan to complete the legal and institutional improvements related to the September 7 Housing Supply Measures within this year.
On October 30, the Ministry of Land, Infrastructure and Transport held the second meeting to review the implementation of the September 7 Measures, presided over by Kim Gyucheol, Director General for Housing and Land, to discuss detailed progress and future plans for each major task.
Regarding the improvement of laws and systems to establish a foundation for expanding housing supply, four additional legislative tasks have been added since the first meeting, bringing the total to 11 out of 20 legislative tasks requiring legal amendments that have been submitted so far.
The Ministry plans to coordinate with the National Assembly to submit two tasks with specific amendment drafts by next month, and to proceed with procedures such as consultations with relevant agencies for the remaining seven tasks, aiming to prepare amendment drafts by the end of the year.
In addition, the Ministry will prepare amendment drafts for items that can be implemented through revisions to subordinate statutes such as enforcement decrees and rules, and will complete procedures such as public notice for legislation.
The meeting also discussed the progress of major tasks addressed at the first meeting.
The Ministry is pursuing amendments to the Special Act on Public Housing to restructure the supply types (sale and rental) for public housing sites. Even before the amendment is enacted, for districts where construction can begin next year, the Ministry will consider advancing the project by first promoting changes to district plans.
In urban areas, through the "Relocation Measures Council" for the reconstruction of aging public rental housing, which is scheduled to launch next month, the government will establish reconstruction plans for each complex within this year. In addition, it plans to submit a bill for the "Special Act on Complex Development of Aging Government Buildings and Others" and review candidate sites by the end of the year.
To promote small-scale housing redevelopment projects that enable rapid housing supply in urban areas, the Ministry has expanded the fund loan limit for rental housing supply. The amendment to the Small-Scale Housing Redevelopment Act, which eases requirements for street block areas and for designating trustees as project implementers, is currently open for public comment until December 1.
