"AI Administrative Innovation"... Kiwoo Lee, Haenam County Council Member, Pushes for Informatization Ordinance Amendment

Kiwoo Lee, a proportional representative of the Democratic Party and a member of the Haenam County Council in South Jeolla Province, announced on October 29 that he had sponsored the “Haenam County Informatization Ordinance Amendment Bill,” which focuses on enhancing administrative efficiency and improving residents’ access to information through the use of artificial intelligence (AI) and big data.


Lee pointed out, “Haenam County is implementing various policies for its residents, but there is a lack of an integrated system that allows people to easily see policy benefits and information at a glance. Even public officials at the 14 town and township offices sometimes cannot share the latest information in real time or may provide inaccurate guidance to residents when handling civil complaints.”

He added, “Local governments nationwide are transitioning to smart administration, as seen with Seoul’s ‘Seoul Talk’ and the AI administration systems in Yongin and Songpa District, thereby increasing efficiency and convenience for residents. Haenam County must also pursue administrative innovation in line with these trends.”


Recently, with LS Cable & System’s decision to make a large-scale investment and the possibility of attracting a national AI computing center, Haenam County is expected to establish a foundation for future industries such as AI data centers.


Lee emphasized, “Haenam now has a golden opportunity to transform from a simple rural area into a hub city for the AI industry in the southwestern region of Korea. To respond to these changes, our administration must also become more efficient and systematic.”


The amended ordinance includes plans to build an AI-based civil complaint response system and a customized administrative information service.


Lee noted, “The currently operating ‘Haenam Communication Net’ is not easily accessible for seniors who are not familiar with using smartphones. By incorporating AI technology to provide personalized policy guidance and voice-based interactive services, we can reduce the information gap and make it easier for everyone to access county government information.”


He concluded, “Industry and administration must advance together, moving toward a future-oriented autonomous administration that residents can truly experience. I look forward to active implementation by the executive branch.”
