92.5% Recovery Rate for Grade 1 Systems
As of October 28, 2025, 79.5% of the administrative information systems that were suspended due to the fire at the National Information Resources Service have been restored. The Grade 1 system, the National Secretary system, has also been normalized.
The Central Disaster and Safety Countermeasures Headquarters announced that, as of 12:00 p.m. on October 28, 564 out of 709 affected systems had been restored. The system recovery rate stands at 79.5%.
The restored systems on this day include the Grade 1 National Secretary service. The National Secretary system provides advance notifications on daily administrative information, such as passport expiration reminders, police fine notifications, and automobile inspection notices.
With the resumption of the National Secretary system, some notifications that could not be sent during the service disruption will be sent sequentially starting from today.
The recovery rates by grade are as follows: 37 out of 40 Grade 1 systems (92.5%), 55 out of 68 Grade 2 systems (80.9%), 205 out of 261 Grade 3 systems (78.5%), and 267 out of 340 Grade 4 systems (78.5%).
