Jin Gyohun, Mayor of Gangseo District in Seoul, stated, "The changes I promised to the residents two years ago are now becoming a reality throughout Gangseo," adding, "We will prepare for a greater leap forward for Gangseo together with the residents, without losing our original intention."


On October 24, Gangseo District held the "2nd Anniversary Performance Sharing Meeting of the 8th Elected Term" in the main conference room of the district office, sharing major achievements so far and future visions. The event was attended by around 100 senior officials from the district office.

Mayor Jin remarked, "Today is not a time for self-praise, but a moment to look back on the past two years and review areas for improvement," and expressed his gratitude, saying, "I thank the employees who have worked diligently in the field and the 560,000 residents who have actively participated in the development of the district."


Gangseo District has set "A Future Built Together, Gangseo Shared by All" as its vision, and has promoted 99 key projects under five main administrative goals: balanced development, safety and security, future economy, welfare and health, and education and culture. As a result, the district has achieved various outcomes, including advancing the relaxation of height restrictions at Gimpo Airport, accelerating redevelopment and reconstruction in the old downtown, administrative innovation using artificial intelligence (AI), and expanding welfare and cultural infrastructure.


Relaxation of Height Restrictions and Balanced Development

Mayor Jin stated that "balanced growth," where both the new and old downtowns develop together, has been set as a core administrative task. Among these, the relaxation of height restrictions at Gimpo Airport stands as a symbolic policy. In line with the International Civil Aviation Organization (ICAO) standard revision, the district has continuously proposed to the government, the National Assembly, and the Seoul Metropolitan Government to raise the horizontal surface standard from the existing 45 meters to 80 meters. Mayor Jin even visited the ICAO headquarters in Montreal, Canada, to confirm the possibility of early implementation.


Projects to revitalize the old downtown, such as the redevelopment of Hwagok-dong and Banghwa-dong, the construction of a cultural and sports complex in Gonghang-dong, and the underground public parking lot at Hwagok Elementary School, are also gaining momentum. The completion of the Magok MICE complex and the development of the CJ site in Gayang-dong are shaping a new economic axis for Gangseo.

Administration Combining Safety and Innovation

As a former police officer, Mayor Jin emphasized that "safety is welfare itself," and focused on building a safety net in daily life, including the nation's first comprehensive survey on victims of rental fraud, resolving internal flooding at Gaehwa Sluice Gate, and operating the Magok Safety Experience Center.


He also strengthened the disaster response system by utilizing advanced technologies such as AI-based pothole detection and automated missing person searches. When more than 220 households in Banghwa-dong suffered flood damage due to sudden heavy rain this summer, Mayor Jin visited the site several times and personally directed the recovery efforts.


The district planned to hold the "Gangseo Residents' Cheerful Sports Day" for the first time in seven years, but canceled it entirely to focus administrative resources on flood recovery. Mayor Jin stressed, "Safety must take precedence over any achievement," and urged, "All departments must strictly adhere to on-site safety manuals and strengthen regular inspections."

AI-Driven Administrative Innovation and Communication

Gangseo District became the first autonomous district to enact the "AI Basic Ordinance" and improved administrative efficiency by introducing an administrative support platform. The district also adopted services such as AI autonomous robots and infectious disease prediction systems to enhance service quality. In particular, by attracting the "2026 Korea Business Expo Gangseo," the district has established itself as the MICE hub of western Seoul.

Additionally, the district expanded its welfare infrastructure by constructing facilities such as the Veterans Hall, Naebalsan Multipurpose Welfare Center, and Magok Senior Welfare Center.


Through the "Neighborhood ON with Mayor Jin" program, Mayor Jin personally visited all 20 neighborhoods, collecting and resolving 192 resident opinions, and institutionalized resident participation in policymaking by launching the District Policy Advisory Committee.


The district announced plans to realize the long-awaited relaxation of height restrictions at Gimpo Airport and achieve balanced development through revitalization of the old downtown. Along with relocating the district office, the current office site will be transformed into a space needed by residents, injecting new vitality into the area. The relocation of the Banghwa Vehicle Depot and Construction Waste Disposal Site, as well as the continued expansion of AI-driven administrative innovation, will also be pursued.


Mayor Jin Gyohun stated, "Now is the time to move beyond the two years of leap forward and head toward an even greater future," adding, "Through balanced development, safety, innovation, and inclusiveness, Gangseo will become a city leading the future of Korea."
