Major platform companies such as Naver and Kakao will provide public services on their platforms through artificial intelligence (AI)-based agents.
The Ministry of the Interior and Safety, Naver, and Kakao announced on the 27th that they have signed a business agreement for AI agent-based public service innovation at the Government Seoul Office.

Under this agreement, Naver and Kakao will cooperate with the Ministry of the Interior and Safety to implement AI agent features that help users easily access public services through their respective platforms.
Specifically, Naver and Kakao plan to launch a pilot service called "AI National Secretary" (tentative name) within this year, which will provide public services via AI agents on the Naver app and website as well as on KakaoTalk. The AI National Secretary is a service that connects public services to private companies' AI agents, allowing users to access public services through everyday conversations.
Naver's AI National Secretary pilot service will be available on the Naver website and app. Naver aims to enhance user convenience by applying personalized recommendation features and strengthening integration with Naver services. Kakao will also introduce the AI National Secretary pilot service within KakaoTalk, enabling users to access public services simply by chatting on KakaoTalk. During the pilot phase, features such as issuing and submitting electronic certificates, and reserving idle public resources (via GongyuNuri), will be provided.
For this project, Naver plans to build its AI agent based on its proprietary AI foundation model "HyperCLOVA X" and launch a pilot service linked to public services. Similarly, Kakao will apply its own AI model "Kanana" to understand user context and intent, and support the execution of services.
Yoon Hojung, Minister of the Interior and Safety, stated, "In order to realize an AI-driven democratic government that people can experience in their daily lives, innovative technology and collaboration from the private sector are essential. With this agreement as a starting point, the government and private companies will join forces to create a service environment where anyone can conveniently access public services with just a word."
Choi Suyeon, CEO of Naver, said, "As a leading company in digital service openness, Naver currently provides more than 10 public services, including SRT train ticket reservations and National Tax Service unclaimed refund inquiries. Based on our experience in cooperation so far, we will do our utmost to ensure that this agreement becomes an important starting point for future administrative service innovation."
Yoo Yongha, Performance Leader of Kakao's AI Agent Platform, commented, "This agreement with the Ministry of the Interior and Safety will fundamentally transform how people access public services in their daily lives. We will work to build an ecosystem that connects AI agents with public institutions."
