Seven Buildings with 25 Floors and Various Amenities Planned

A reconstruction project in Hong Eun-dong, Seodaemun-gu, Seoul, which had been stalled for 15 years, is now moving forward in earnest, paving the way for a residential complex with 604 apartment units.


The Seoul Metropolitan Government announced on the 26th that it had convened the 10th Integrated Review Committee for Maintenance Projects and conditionally approved the integrated review plan for the Hong Eun 5 Housing Reconstruction Maintenance Project, covering six areas: architecture, landscape, transportation, education, environment, and disaster management, for the area around 274-4 Hong Eun-dong, Seodaemun-gu.


The site is located near Seodaemun District Office and Baengnyeonsan Neighborhood Park. Although the area was designated as a maintenance zone in May 2009 and an association was established the following year, the project stalled due to issues such as zoning and business feasibility. However, after the integrated review plan, based on the revised maintenance plan, was approved in October last year, the project gained new momentum.


As a result of this project, a total of seven buildings with 25 floors above ground, comprising 604 apartment units and various ancillary and welfare facilities, will be constructed. This includes 24 units of public rental housing. The plan also calls for a skyline that harmonizes with the ridgeline of Baengnyeonsan Mountain in the background.


In addition, a public pedestrian pathway will be created, connecting Baengnyeonsan Mountain to the direction of Hongjecheon Stream, to improve the walking environment for local residents. Open facilities such as a central plaza, daycare center, and a community care center will also be included. On the southern side, ancillary and welfare facilities such as street-level neighborhood facilities and a small library will be built to encourage street activation. The integrated review also called for noise mitigation measures.


Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "With the approval of this integrated review, the Hong Eun 5 District reconstruction project, which had been delayed for 15 years, can now proceed in earnest. We will apply and support the Rapid Integrated Planning 2.0 initiative, which systematically aids the project process by improving regulations at the critical permitting stage of maintenance projects."
