Ensuring Equal Opportunities for All Citizens to Access Cultural Arts Education
The "Gumi City Cultural Arts Education Support Ordinance," proposed by Councilor Lee Jeonghee (People Power Party/Proportional Representation) of the Gumi City Council, was approved as originally proposed at the 2nd plenary session of the 291st extraordinary meeting.
This ordinance is based on the "Cultural Arts Education Support Act" and establishes a comprehensive and systematic policy framework for cultural arts education at the Gumi City level. Its purpose is to ensure that all citizens have fair access to cultural arts education, and especially to expand cultural opportunities for socially disadvantaged groups such as low-income individuals and people with disabilities.

The main contents include: ▲ Duties of the Mayor (Article 4) ▲ Support for Cultural Arts Education (Article 5) ▲ Establishment of Regional Hubs (Article 6) ▲ Training of Professionals (Article 7) ▲ Guidance and Supervision (Article 8). Through these provisions, the ordinance aims to create practical educational conditions by supporting cultural arts education facilities and organizations, developing programs based on local characteristics, and expanding infrastructure.
Councilor Lee Jeonghee stated, "This ordinance serves as an institutional mechanism that allows all citizens to learn and enjoy cultural arts. It will foster creativity and a sense of community, thereby enhancing Gumi's cultural identity and competitiveness. I will continue to work to improve citizens' quality of life and strengthen the region's cultural capacity through cultural arts education."
