Of the 709 government network systems that experienced disruptions due to the fire at the Daejeon headquarters of the National Information Resources Service, 481 have been restored.
According to the Ministry of the Interior and Safety on October 24, as of 12:00 p.m. that day, 481 systems had been normalized, an increase of seven from the previous count. The restoration rate stands at 67.8%.
By grade, the restoration progress is as follows: 34 out of 40 Grade 1 systems (85.0%), 52 out of 68 Grade 2 systems (76.5%), 183 out of 261 Grade 3 systems (70.1%), and 212 out of 340 Grade 4 systems (62.4%). Newly restored systems include Munseo24, the Ministry of Oceans and Fisheries' Information Support System, the Ministry of Economy and Finance's Korean Administrator System, the Ministry of Health and Welfare's Health Care Portal for Persons with Disabilities, the Ministry of Employment and Labor's Dawoori Portal System and Messenger, and the Office for Government Policy Coordination's Government Work Evaluation Portal.
Among these, 'Munseo24' is one of the Grade 1 public-facing systems, allowing electronic document exchange with administrative and public institutions online. Currently, the main functions of the Munseo24 system, such as electronic document creation, sending and receiving, and document notification services, are available. The large file transfer service (for documents exceeding 20MB) will be available by early next month after additional server resources are established. In addition, the public notification service that informs users about document transmission and reception status will be launched in line with the restoration of the public notification system, and until then, notification services will be provided via KakaoTalk.

Meanwhile, Yoon Hojung, Minister of the Interior and Safety, visited the Gongju Center in connection with the fire incident at the Daejeon Center of the National Information Resources Service to inspect the disaster recovery system for the government network. The Gongju Center has established a dedicated backup data center in an underground tunnel, equipped with special facilities to protect against electromagnetic pulses (EMPs) from nuclear explosions, chemical and biological threats, and earthquakes.
On this day, after inspecting these facilities, Minister Yoon also checked the management of key infrastructure such as generators, uninterruptible power supplies (UPS), and cooling towers. He further reviewed the disaster recovery system that is currently backing up major government data from the Daejeon, Gwangju, and Daegu centers online.
The Gongju Center completed its construction in May 2023 and finished building the IT environment necessary for operating the disaster recovery system at the end of September this year. The online and offline backup systems previously operated at the Daejeon, Gwangju, and Daegu centers were transferred, and full-scale operations began in October.
Minister Yoon stated, "We will do our utmost to swiftly complete the ongoing redundancy pilot project between centers so that administrative services will never be suspended for an extended period under any circumstances in the future."
