Hyungmi Kim of Gwangju Seo-gu Council Points Out Poor Management at Seo-gu Facilities Management Corporation

"Lowest Grade Among District Corporations"

On October 23, Hyungmi Kim, a member of the Gwangju Seo-gu Council, raised questions during the 334th extraordinary session’s second plenary meeting regarding the operational status of the Seo-gu Facilities Management Corporation and sought solutions for its normalization.

Kim criticized, “Although the Seo-gu Facilities Management Corporation is a key institution responsible for facilities directly impacting residents’ lives, the recurring audit findings, increase in industrial accidents, and the lowest grade in management evaluation indicate that the situation has moved beyond the stage of simple inspection and now requires structural reorganization.”


She first pointed out inefficiencies in the corporation’s financial management, stating, “The budget increases every year, yet this does not translate into tangible results that residents can actually feel.”


In particular, she highlighted the issue of predictable items-such as commuter bus rental fees, installation of vertical exhaust pipes, and installation of rear guidance lights at the Environmental Center-being repeatedly included in supplementary budgets every year. She criticized this as “clearly an administration lacking planning and efficiency in budget allocation.”


She also strongly criticized the corporation’s personnel management and attendance control. Kim stated, “There is no effective inspection or disciplinary management for employees with repeated attendance irregularities,” and demanded, “The corporation, which has a complex structure with regular, public service, and contract employees working together, must establish precise and strict personnel management measures.”


Kim argued that the fundamental reasons for receiving the lowest (Grade Ma) management evaluation among district corporations were failures in safety management and insufficient preparation for the evaluation.


She pointed out, “The target for industrial accident cases in 2025 is two, but already 19 cases have occurred,” adding, “The corporation’s safety management system is essentially not functioning.”


She continued, “Even after the organizational restructuring, a dedicated safety department was not established, which reveals the limitations of the organization’s management.” She urged, “A dedicated team must be established as soon as possible to clarify the corporation’s safety management responsibilities and systems.”


Additionally, she stated, “Problems are recurring across all areas-budget, execution, attendance, and safety,” and requested, “To normalize the corporation, a task force composed of internal and external experts should be formed immediately, and a special audit at the district office level should be conducted.”
