Goyang City Strengthens 'Triangular Cooperation' Among Mayor Lee Donghwan, City Council, and Gyeonggi Province
All-Out Efforts to Resolve Key Issues Including Free Economic Zone Designation, Organizational Restructuring, and Financial Difficulties

On the 21st, ahead of the opening of the 298th temporary session of the Goyang Special City Council, Mayor Lee visited the council chairman's office and held in-depth discussions with Chairman Kim Unnam on key issues, including the promotion of Goyang’s designation as a Free Economic Zone, the sale of the S2 site, and the passage of the organizational restructuring plan.
At this meeting, Mayor Lee stated, "Close cooperation between the council and the executive branch is essential for Goyang to leap forward as a city focused on future growth," and added, "I hope that mutually beneficial policies will be implemented so that issues directly affecting the lives of 1.08 million citizens can proceed without setbacks."
On the 23rd, Mayor Lee, together with Governor Kim Dongyeon of Gyeonggi Province, visited several sites, including the K-Culture Valley preferred bidder announcement event, the groundbreaking ceremony for the third KINTEX exhibition hall, and the opening site of the Northern Gyeonggi AI Campus. During the visit, Governor Kim expressed Gyeonggi Province’s commitment to cooperate at the provincial level to promote the designation of the Goyang Free Economic Zone.
On the same day, Mayor Lee had a tea meeting with Governor Kim and delivered policy proposals aimed at strengthening Goyang’s self-sufficiency and alleviating its financial difficulties. The main proposals included: ▲cooperation for the designation of a Free Economic Zone and Opportunity Development Special Zone, and ▲revision of Gyeonggi Province ordinances to support operating expenses for railway projects within the province.
Mayor Lee stated, "Goyang is the central city of northern Gyeonggi and a key hub for balanced development in the metropolitan area. Without cooperation with Gyeonggi Province, we cannot realize our future vision," and added, "We will do our utmost to help Goyang grow into a truly self-sufficient city through close collaboration with the province."
He further emphasized, "The promotion of the Free Economic Zone, the development of Ilsan Techno Valley, the creation of the Daegok Station Knowledge Convergence Complex, and the establishment of the AI Campus are all future growth engine projects that will determine Goyang’s future. If Goyang City, the city council, and Gyeonggi Province join forces, Goyang can rise as the central city of the northwestern growth axis of the metropolitan area."
The city plans to use this cooperative initiative as an opportunity to further strengthen communication with the city council and Gyeonggi Province, and to continue consultations and policy cooperation for resolving various local issues.
