In the report on the key county administration work plan, the council will closely examine the direction and detailed implementation plans for core county tasks. The report on the action plan for administrative audit findings is expected to serve as an opportunity to strengthen transparency and responsible governance by confirming the feasibility of implementing the recommendations and the commitment to improvement.

In his opening address, Chairman Lee Jaewoon emphasized, "This extraordinary session will be an important period to review the direction of county administration through the briefing on the action plan for administrative audit findings and next year's key work plan, to seek alternatives for any shortcomings, and to confirm the future development strategy for Geochang County."

He went on to urge the executive branch and fellow council members, saying, "While cooperating with each other, please do your utmost to ensure that checks and criticism are exercised in a balanced manner when necessary, so that county administration moves in the right direction."

Meanwhile, before the official start of the first plenary session, there were five-minute free speeches by Assemblywoman Pyo Jusook and Assemblywoman Kim Hyangran.

The first speaker, Assemblywoman Pyo Jusook, stated, "Due to the establishment of the legal town, the second-class general residential area in the Gaji-ri and Sangnim-ri areas of Geochang-eup is experiencing a reduction in effective residential zones, which raises concerns about weakened housing supply capacity, decreased living convenience, and imbalance in living areas." She urged the executive branch to "promptly pursue additional designation of second-class general residential areas that have been encroached upon by developments such as the legal town, by reviewing reasonable deregulation and adjustment of green and management zones."

The second speaker, Assemblywoman Kim Hyangran, suggested, "Companion animals are now recognized as members of the family, and developing tourism and service infrastructure tailored to this trend will help revitalize the local economy." She proposed that "Geochang County should also pay administrative attention and make efforts to become a pet-friendly tourist destination."
