Paju City Breaks Ground on Long-Awaited Medical Cluster After Four Years
City Targets Site Completion by 2028, General Hospital by 2031

On the 21st, Paju City announced that Paju Medical Cluster Co., Ltd., the project developer, held the groundbreaking ceremony for the Paju Medical Cluster development project at 368 Seopaedong. The ceremony was attended by more than 200 people, including Kim Kyungil, Mayor of Paju City, Park Daesung, Chairman of the Paju City Council, and local residents.
The Paju Medical Cluster development project is being carried out by a public-private special purpose company (SPC) in which Paju Urban Tourism Corporation is an investor. The project aims to build a medical cluster on a 449,338-square-meter site in the Seopaedong area, including residential complexes, a general medical facility (40,000 square meters, scheduled for completion in 2031), a National Cancer Center Future Innovation Center (3,500 square meters, scheduled for completion in 2029), an innovative medical research complex (55,320 square meters), and a bio-convergence complex (30,164 square meters).
The city explained that after signing a work agreement for the establishment of the National Cancer Center Innovative Medical Research Center in June 2020, it reflected the project in the comprehensive development plan in December 2020, established the public-private special purpose company (SPC) and obtained project implementation approval in February 2021, designated the urban development district and formulated the development plan in March 2022, obtained approval for the implementation plan in December 2024, changed the development and implementation plans in July 2025, and completed land compensation in September 2025, thereby officially commencing the development project.
The city noted that although the project was somewhat delayed due to rising construction costs, labor costs, and interest rates, which led to higher prices and reduced profitability, it was able to move forward in earnest after HDC Hyundai Development Company joined as the construction contractor last year and land compensation was completed, despite the challenging market environment.

Accordingly, the urban development and residential construction projects are being pursued with the goal of completion in December 2028. In the second half of this year, a public contest will be held to select a preferred bidder for the general hospital, and an agreement is planned to be signed in the first half of 2026 to confirm the hospital's establishment.
