Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) is taking a full-fledged approach to administrative innovation centered on its citizens, placing artificial intelligence (AI) and digital technology at the forefront.

According to Goyang Special City on October 20, the city plans to enhance administrative efficiency and strengthen communication with citizens by introducing the 'Smart Lettering Service' and the 'Mobile Smart Administration Portal.' At the same time, the city aims to present a blueprint for future digital administration by establishing the '2026-2030 Basic Informatization Plan.'
With a recent increase in voice phishing crimes involving impersonation of public institutions, Goyang Special City will introduce the 'Smart Lettering Service' to prevent citizen damage and improve the credibility of administrative phone calls. By November, the city will apply automatic guidance and promotional features to about 4,000 administrative phones, with full-scale operation starting in January 2026.
As of September this year, the city averaged 180,000 outgoing and 260,000 incoming administrative calls per month, and expects this service to improve trust at citizen contact points and enhance publicity for city policies.
This service displays the name of the calling institution, department, and guidance message on the recipient's smartphone screen when an administrative call is made, thereby increasing the credibility and response rate of such calls. After the call ends, promotional content such as card news, YouTube videos, and policy links will be shown, serving as a natural communication channel with citizens.
Additionally, a call rejection feature has been included to guarantee user choice, and for devices that do not support lettering services such as iOS, the same information will be provided via Kakao Notification Talk.
In January next year, as part of the 'Hub-based Smart City Development Project,' the 'Mobile Smart Administration Portal,' which enables real-time work from anywhere at any time, will be officially launched.
The city plans to overcome the limitations of the existing desktop-based public service portal, 'Saeol Administrative System,' by establishing a system that allows staff to work quickly and flexibly via mobile devices, without time or location constraints.
With a total investment of over 100 million won in the Mobile Smart Administration Portal project, the city began interdepartmental consultations in April and started building the infrastructure in August. A pilot operation will begin in November, with further upgrades planned by the end of the year.
Key features include: real-time access to the Saeol Administrative System bulletin board; push notifications for announcements; search for contact information of staff and related organizations; AI voice recognition-based one-touch dialing; and group emergency contact settings. Additional user-friendly features such as personalized duty rosters, automatic smart business card provision, and cafeteria menu checks will also be available for staff convenience.
Security has also been strengthened with features such as screen capture prevention, restrictions on downloading attached documents, and the application of a dedicated viewer to fundamentally block external leakage of administrative information. Even after the official launch, regular updates will continue to improve user convenience.
The city is currently formulating a basic informatization plan aimed at digital administrative transformation using advanced ICT (information and communication technology) such as AI, big data, and cloud computing. This plan, which began in May, is scheduled for completion in December and will present a blueprint for informatization from 2026 to 2030.
With the vision of 'Goyang, a digital city growing together with its citizens,' the plan will focus on four main strategies: implementing data-driven intelligent administration; providing practical services that citizens can feel; establishing sustainable infrastructure for digital transformation; and expanding self-sufficiency through enhanced urban competitiveness.
An interim report meeting on the basic informatization plan was held on September 23. The city is currently gathering feedback from relevant departments based on the informatization model presented at the meeting and plans to finalize the plan by the end of the year after collecting departmental opinions.
Through the basic plan, the city is exploring ways to improve administrative productivity using intelligent information technologies such as AI and big data, including civil consultation services and internal knowledge utilization services. The city is also considering services that enhance citizen convenience and safety by leveraging various ICT technologies.

To ensure that the benefits of digital technology are shared equally among all citizens, the city also plans to strengthen digital inclusion policies aimed at bridging the digital divide.
Previously, through the '2020-2025 Basic Informatization Plan,' the city laid the foundation for administrative innovation by pursuing various informatization projects, including the establishment of AI-based care services (care robots and speakers), the construction of an intelligent selective monitoring system, and the development of an AI civil service chatbot (scheduled to launch in the second half of 2025).
Mayor Lee Donghwan emphasized, "Building a digital administrative environment is a key task that can enhance both administrative efficiency and citizen satisfaction," adding, "We will innovate information accessibility and communication both inside and outside the administration to transform Goyang into a leading smart city."
