[2025 National Audit] Kim Dongyeon: "Will Launch TF if Needed to Improve Special Judicial Police Issues"

Kim Dongyeon, Governor of Gyeonggi Province, stated that he is willing to launch a task force (TF) if necessary to improve issues related to the Special Judicial Police Unit.


On October 20, at the National Assembly Land, Infrastructure and Transport Committee’s audit of Gyeonggi Province held at the Gyeonggi Provincial Government building, Governor Kim responded to a question from Hwang Unha, a member of the New Reform Party, who suggested that the operation of the Special Judicial Police Unit should be improved in line with the prosecution’s reforms in indictment and investigation. Governor Kim said, “Currently, there are 125 members working in the Special Judicial Police Unit in Gyeonggi Province,” and evaluated, “The unit has achieved significant results so far in cracking down on illegal puppy mills, the distribution of anti-North Korea leaflets, and environmental hygiene violations.”

He also promised, “If necessary for the improvement of the unit’s operations, I will consider establishing a task force.”


Previously, Assemblyman Hwang Unha pointed out during the provincial administration inquiry, “The reason the issue of Coupang’s daily workers not receiving severance pay came to light was because the Special Judicial Police Unit proceeded with an indictment without following the prosecutor’s direction. However, the unit in Gyeonggi Province now seems to be seeking the prosecutor’s guidance more frequently.”


Assemblyman Hwang listed several issues with the Gyeonggi Province Special Judicial Police Unit: a lack of expertise among many members, which prevents them from conducting independent investigations; the tendency of the unit to seek the prosecutor’s guidance; and the excessively short tenure of its members.


He further emphasized, “Now that the government’s prosecution reform plan has passed, the Special Judicial Police Unit must also establish a new model,” adding, “It is necessary to operate a task force.”
