Ordinance Proposals, Debates, and Free Speech Sessions

The Gyeongbuk Provincial Council held the 122nd Gyeongbuk Provincial Council Youth Assembly Classroom on October 17 in the main assembly hall, with 25 students from Yonggang Elementary School in Gyeongju participating.

On this day, fifth and sixth grade students from Yonggang Elementary School took on the roles of chairperson and assembly members, directly experiencing the entire legislative process in the same way as an actual assembly, including the opening ceremony, three-minute free speeches, ordinance proposals, debates for and against, voting, and resolutions.

During the three-minute free speech session, students addressed topics such as preventing school violence through the use of positive language, the importance of protecting Dokdo, measures to address illegal dumping of trash, establishing policies on elementary students entering PC rooms, and improving students' classroom attitudes. Following this, five agenda items were proposed and processed, including ordinances on banning cell phones in schools and imposing age restrictions for watching YouTube.

One student who presented an ordinance shared, "I was very nervous when giving the explanatory speech, but standing at the podium in the main assembly hall and making the announcement myself felt vivid and fascinating."

Meanwhile, Vice Chair Choi Byungjun, who is originally from Gyeongju, offered warm encouragement, saying, "I hope this Youth Assembly Classroom will serve as a valuable stepping stone for you to nurture your dreams and hopes and to grow into democratic citizens."

Since 2014, the Gyeongbuk Provincial Council has been operating the Youth Assembly Classroom, firmly establishing it as an educational venue that helps elementary, middle, and high school students in the Gyeongbuk region understand the roles and functions of local councils and directly experience the democratic decision-making process.
