Uijeongbu City in Gyeonggi Province (Mayor Kim Donggeun) has decided to withdraw its plan to build a logistics center in Gosan-dong within the Complex Cultural Convergence District and instead promote the supply of public housing as an alternative project, reflecting citizen feedback and local conditions.

Since the launch of the 8th popularly elected administration, the city has made resolving conflicts surrounding the Gosan-dong logistics center and devising a plan for land utilization a key priority. This outcome is considered a meaningful achievement, demonstrating both consistency in municipal governance and the restoration of administrative trust.


The Gosan-dong logistics center, which received approval in 2021, sparked community conflict over environmental and traffic concerns. Amid ongoing resident complaints and administrative lawsuits, the city negotiated with the project operator, signed a mutual cooperation agreement, agreed to withdraw the logistics facility plan, and began to gradually implement a new direction for land use.


As a result, conditions have been established to supply a total of 439 units of 'Durun Jeonse-type Public Housing' through the 2025 private new-build purchase agreement project led by the Korea Land and Housing Corporation (LH).


The 'LH Durun Jeonse' model utilizes newly built homes in areas with excellent transportation and location, offering rental contracts to middle-class households without homes at less than 90% of the surrounding market price. After a certain period of residence, tenants can convert to ownership, making this a public housing model focused on real demand.


This private new-build purchase agreement project, introduced as an alternative to the logistics center, is an effective solution that considers local living conditions and housing demand, and also aligns with the government's public housing policy direction.


In particular, the site designated for urban support facilities will be developed as a low-rise, low-density residential area, with buildings limited to five stories or less. This is intended to provide a pleasant living environment and urban landscape without concerns about indiscriminate high-density development.


The city has made various administrative and institutional efforts to enable this transition. For the first time nationwide, a three-party mutual cooperation agreement was signed among the developer, buyers, and the city, establishing a structure for resolving conflicts through negotiation. The agreement has since been supplemented three times to strengthen its implementation foundation.


In addition, ongoing working-level discussions and close cooperation with relevant agencies have provided institutional support for the feasibility of the alternative project. Based on this, buyers are now proceeding with the approval process for the new LH new-build purchase agreement project.


This change in land use direction is significant not only as a shift in development plans, but also in terms of protecting citizens' living conditions, fostering sustainable urban growth, and restoring trust in municipal administration through mutual cooperation.


Mayor Kim Donggeun stated, "Administration is not simply about handling complaints, but about responding to citizens' trust and fulfilling our promises responsibly. We will continue to prioritize citizens' voices in our policies and promote mutual cooperation rather than conflict."


The city plans to use this case as an opportunity to continue citizen-centered administration and actively resolve local issues based on social consensus and cooperation.
