The government will hold a council meeting with agencies whose administrative information systems are scheduled to be relocated and restored at the National Information Resources Service (NIRS) Daegu Center, and will establish detailed plans for the process. The authorities announced that the systems related to organ donation, which are in urgent need of restoration, will be restored tomorrow (October 17).


Kim Minjae, First Deputy Chief of the Central Disaster and Safety Countermeasures Headquarters (Vice Minister of the Ministry of the Interior and Safety), held a briefing at the Government Complex Sejong on October 16 and stated, "We are sharing the restoration schedule and other details with five ministries, including the Ministry of Health and Welfare and the National Fire Agency, which are being considered for migration to the Daegu Center's private cloud." He added, "Tomorrow, we will hold a council meeting at the Daegu Center with the relevant agencies to discuss a prompt and stable migration."

The government plans to select 20 out of the 709 administrative information systems that were paralyzed by the NIRS fire and restore them at the Daegu Center. The five relevant ministries are the Ministry of Health and Welfare, the National Fire Agency, the Ministry of the Interior and Safety, the Ministry of Climate, Energy and Environment, and the Public Procurement Service. Kim explained, "At the council meeting, we will also inspect the Daegu site and have private companies participate to confirm the restoration schedule. We will listen to any difficulties and establish a detailed implementation plan."


Kim went on to say, "We will do our utmost to restore the Ministry of Health and Welfare's Integrated Organ, Tissue and Blood Management System by October 17, and the Ministry of Trade, Industry and Energy's Strategic Goods Management System by early next week." Due to the paralysis of the Integrated Organ, Tissue and Blood Management System, online matching between organ donors and transplant candidates has become impossible, and medical institutions are currently sharing information on brain-dead donors via social networking services (SNS). The Strategic Goods Management System determines whether export items are classified as strategic goods, and the current system failure has reportedly disrupted export operations.


As of 12:00 p.m. on October 16, 325 out of the 709 administrative information systems paralyzed by the NIRS fire had been restored, bringing the overall normalization rate to 45.8%. Among the most critical systems (Grade 1), 31 out of 40 (77.5%) have been restored, while 39 out of 68 (57.4%) of Grade 2 systems have been restored.


The Central Disaster and Safety Countermeasures Headquarters plans to restore 289 systems by the end of this month, and an additional 76 systems by November 20. An official from the Ministry of the Interior and Safety stated, "The completion date for the restoration of the 20 systems being restored in Daegu has not yet been determined."
