Finalized in Just Six Months After Launch of Expedited Planning
Sky Lounge on Top Floors, Specialized Design for River Views
Essential Infrastructure Secured, Including Senior Center and 119 Safety Center
A new residential complex offering views of the Han River, with up to 49 floors and 1,030 units, will be developed in the area around 227-147 Jayang-dong, near Konkuk University Station on Subway Line 7.

On October 15, the Seoul Metropolitan Government announced that it has finalized the expedited integrated master plan for the "Jayang-dong 227-147 Area Housing Redevelopment Project."
The area around 227-147 Jayang-dong boasts excellent accessibility, with Konkuk University Station to the west and Han River Park just a 10-minute walk away. Despite its location between Konkuk Star City, Jayang-dong Moa Town, and the Useong 1st Remodeling Complex, it remains an isolated, deteriorated residential zone.
After being selected as a redevelopment candidate site at the end of last year, the expedited integrated planning process began in April this year and was finalized within six months. Following redevelopment, the area will be transformed into a residential complex with 49 floors and 1,030 units, allowing residents to live and work in close proximity.
The three core principles of the integrated master plan are: specialized design for Han River views, expansion of infrastructure, and creation of vibrant streetscapes.
To overcome the locational limitations of the site, which is surrounded on three sides by other redevelopment areas, the plan includes open visual corridors and relaxed height restrictions to maximize Han River views. A 20-meter-wide north-south visual corridor connecting the Han River to Konkuk University will provide river views for approximately 190 units. A sky lounge with Han River views will be located on the upper floors.
The design also aims to create a dynamic cityscape that harmonizes with the surroundings when viewed from the Han River and Ilgam Lake at Konkuk University. Mid- and low-rise buildings will line Jayangbeonyeong-ro, while stepped mid-rise buildings will be placed along the boundary with adjacent residential areas, and a landmark high-rise tower will be located at the center of the complex.
Given that more than 10,000 new housing units are planned nearby, essential public facilities for the area have been proactively secured. Additional senior welfare facilities (senior centers) will be provided to address the shortage in Jayang-dong, where the elderly population is high, and a fire safety facility (119 Safety Center) will also be installed.

To balance public interest and project profitability, the zoning will be upgraded from Class 2 and 3 residential to Class 3 residential, and the floor area ratio will be increased by up to 20%, improving the overall business conditions.
The plan also calls for removing the on-street public parking lot on Jayangbeonyeong-ro and creating alternative parking beneath a new park, expanding the road from the current two to three lanes to five to six lanes to improve traffic flow. In addition, new neighborhood facilities will be built along Jayangbeonyeong-ro to support coexistence with existing commercial tenants.
With the finalization of the expedited integrated master plan for the Jayang-dong 227-147 area, planning has now been completed for 135 out of 224 designated sites across Seoul, covering approximately 237,000 housing units.
Cho Namjun, Director of the Urban Space Headquarters at Seoul Metropolitan Government, stated, "The Jayang-dong 227-147 area will be developed as a residential complex that maximizes its locational advantages, being just 10 minutes from Konkuk University Station and the Han River. Thanks to the active cooperation of Jayang-dong residents, the integrated master plan was completed within six months of initiation, and we expect that subsequent permitting procedures will be dramatically accelerated under 'Integrated Planning 2.0.'"
