Suwon City in Gyeonggi Province has selected the "Mobile Electronic Notification Integrated Platform" as the best proactive administration case for the second half of this year.
On October 13, Suwon City held the "2025 Second Half Suwon City Proactive Administration Best Practices Contest" in the main conference room at City Hall and selected outstanding cases, the city announced on the 15th.
The Mobile Electronic Notification Integrated Platform, chosen as the top proactive administration initiative, is a service that sends bills and notifications directly to recipients' smartphones using certified electronic document intermediaries such as Kakao and KT.
In August, Suwon City established an integrated system to make it easier for individual departments to use the mobile electronic notification service. Currently, 18 types of notifications, including parking and exclusive lane violation notices, resident registration issuance notifications, and military noise compensation decisions, are being sent via mobile electronic notification.
Since the introduction of the mobile electronic notification system, the collection rate of local taxes within the payment deadline has improved.

The Excellence Award went to "A New Life for a Homeless Patient After 35 Years Without Family," while the Encouragement Award was given to "20 Years of Waiting, a New Leap Forward: From Film Tourism District Regulations to Becoming an Urban Regeneration Innovation District."
Additionally, three cases received the Effort Award: ▲ "Triple Benefits from Sharing Warm Pre-prepared School Meals!" ▲ "Relieving Long-standing Business Bottlenecks for Our Companies: Efficient Professional Work Processing with the Suwon-Style AI Trade Office!" ▲ "First in Gyeonggi Province to Achieve Zero Citizen Burden: Full Waiver of Fees for Unmanned Civil Application Issuing Machines."
A Suwon City official stated, "We will continue to discover and spread outstanding cases of proactive administration that citizens can feel in their daily lives," adding, "We will make further efforts to implement proactive administration that citizens can truly experience."
