The "Gangwon-type Public Housing" project is a regionally customized public rental housing initiative led by local governments through collaboration between the province and city or county administrations. It aims to help young people and newlyweds settle in the region and create a stable residential environment.
Currently, Gangwon Province is promoting a total of 742 units across eight cities and counties (Yeongwol, Hongcheon, Taebaek, Jeongseon, Gangneung, Hwacheon, Samcheok, and Pyeongchang).
The "Yeongwol Deokpo District Haengbokga," which was completed this time, is the first Gangwon-type public housing project. Construction began in May 2023 and was completed with residents moving in by July 2025.
A total project cost of 29.8 billion won (7.4 billion won from the national government, 4 billion won from the province, and 18.4 billion won from the county) was invested to build an 18-story building with 102 units (32 for young people, 64 for newlyweds, and 6 for vulnerable residents).
Notably, the first floor includes a startup space linked to youth entrepreneurship support programs, establishing it as a "residential + startup" hybrid youth settlement model.
This project was launched to alleviate the housing cost burden, which is the biggest concern for young people and newlyweds, and to promote regional settlement and population inflow among younger generations.
As a result of the tenant recruitment, the youth housing units recorded a high competition rate of 14:1. In addition, eight households (14 people) who previously lived outside the province have moved to Yeongwol and settled, playing a significant role in responding to the risk of regional depopulation.
Governor Kim Jin-tae stated, "Today marks the birth of the first Gangwon-type public housing," adding, "Currently, the Gangwon-type public housing project is actively underway in eight cities and counties across the province, including Yeongwol."
He continued, "Next month, a public postpartum care center will open, and with an investment of 140 billion won, Yeongwol Medical Center will be newly built and relocated. We will create a wonderful Yeongwol where housing, healthcare, and care services are harmoniously integrated."
