National Assembly Land, Infrastructure and Transport Committee Audit Held on the 14th
Han Jun Lee, President of Korea Land and Housing Corporation (LH), stated on October 14, 2025, "We will swiftly supply more public housing to help stabilize the real estate market."
Attending the National Assembly Land, Infrastructure and Transport Committee's audit held that day, President Lee announced, "We will discontinue the practice of selling portions of public land to the private sector for housing supply and instead LH will directly implement these projects." He added, "Regardless of fluctuations in the real estate market, we will establish a system in which a stable and consistent volume of public housing is supplied every year under public responsibility."

Previously, the government unveiled a plan to restructure LH's business and organization in this direction and is carrying out related reforms through the LH Reform Committee. To increase public housing supply, the government plans to convert school sites and long-unused land into public housing sites, promote urban redevelopment projects such as the reconstruction of aging public rental housing and the utilization of idle land in downtown Seoul, and accelerate public redevelopment projects including relocation and demolition in the third new towns and the redevelopment of the first new towns.
President Lee said, "We will change perceptions of public housing in Korea by supplying high-quality public housing," and added, "We will expand public housing projects with private sector participation to flexibly introduce new materials and construction methods." He continued, "We will apply the same exterior and finishing materials to both rental and for-sale housing to eliminate discrimination, and expand the minimum size of rental housing to at least 26 square meters in the Seoul metropolitan area and 31 square meters in other regions, which is more than 1.5 times larger than before. Starting at the end of this year, we will fully apply the highest grade of inter-floor noise standards to all designs to ensure quieter buildings."
He also unveiled plans to expand the supply of long-life certified housing, which is more durable and easier to repair, to all projects by 2032, and to utilize artificial intelligence (AI) and digital technologies in the construction industry.
President Lee stated, "However, as debts and losses continue to increase due to the rapid rise in rental housing supply, and as profits from land sales decrease, it is expected that it will no longer be possible to maintain the cross-subsidy structure that has supported public housing supply and balanced regional development. Above all, what is urgently needed is increased government financial support and backing for our organization and workforce."
