15 Billion Won Invested for a 15-Story, 50-Unit Building
Sequential Move-In Scheduled Through 2027
The innovative housing welfare policy of South Jeolla Province, known as the "Jeonnam-style Ten Thousand Won Housing" project, is progressing smoothly, with the second groundbreaking ceremony taking place in Goheung following Jindo, marking the official start of construction.
The "Jeonnam-style Ten Thousand Won Housing" is a housing welfare initiative that allows young people and newlywed couples to live for up to 10 years without a security deposit and with a symbolic monthly rent of just 10,000 won. This core strategic project, spearheaded by South Jeolla Province, aims to address the risk of local extinction caused by population outflow and to help young people settle stably in the region.
On October 13, South Jeolla Province held the groundbreaking ceremony for the "Jeonnam-style Ten Thousand Won Housing (Goheung)" at the project site in Seongsan-ri, Goheung-eup, Goheung County, officially launching the project.
The ceremony was attended by Governor Kim Yungrok, Goheung County Mayor Gong Youngmin, Goheung County Council Chairman Ryu Jedong, South Jeolla Provincial Council Members Song Hyunggon and Park Seonjun, representatives of youth and newlywed couples, and about 200 Goheung residents, reflecting high interest and expectations.
The Jeonnam-style Ten Thousand Won Housing (Goheung), which broke ground this time, will consist of a single 15-story building with a total of 50 units (26 for young people and 24 for newlywed couples), with a total project cost of 18 billion won. Of this, South Jeolla Province will cover 15 billion won for housing construction, while Goheung County will contribute 3 billion won for facilities such as parking lots.
In particular, the units have been designed with spacious layouts-approximately 82.5 square meters for young people and 108.9 square meters for newlywed couples-to ensure comfort for hobbies, childbirth, and child-rearing.
South Jeolla Province expects that the "Jeonnam-style Ten Thousand Won Housing" project will dramatically reduce the housing cost burden for young people, create a family-friendly living environment, boost the birth rate, and serve as a catalyst for overcoming the crisis of local extinction.
Governor Kim Yungrok emphasized, "Goheung County is set to become a hub for the aerospace industry, leading the future of South Jeolla Province with the establishment of the space launch vehicle cluster. The Jeonnam-style Ten Thousand Won Housing will become a home where the dreams and hopes of young people and newlywed couples begin."
He added, "Once the AI Data Center and Space Launch Vehicle Cluster are established in South Jeolla Province, it will become a place where young people return. We will continue to promote the Jeonnam-style Ten Thousand Won Housing project so that young people can fully realize their potential and raise children without worrying about housing costs."
Following Jindo and Goheung, South Jeolla Province plans to sequentially begin construction of the Ten Thousand Won Housing in Sinan and Boseong next year. Starting with Jindo in July 2026, a total of 210 units are scheduled to be completed and ready for move-in by 2027.
