This agreement was established to promote sustainable development through mutual cooperation among Ulleung County, Korea Open Cyber University, and the Korea Coastal Forest Conservation Association. The three parties will jointly pursue educational, research, and practical activities to preserve the natural environment of Ulleungdo and provide tangible educational benefits to local residents.

The main points of the agreement include joint academic research and information exchange, promotional and cooperative marketing, as well as the operation of scholarship programs and exemption of admission fees for candidates recommended by Ulleung County. The parties also plan to promote joint institutional projects based on mutual consultation.

To advance sustainable joint projects, the three organizations agreed to actively participate in various fields needed by Ulleung County, such as coastal forest and ecological conservation projects on Ulleungdo, remote education for degree programs, and the operation of regionally specialized talent development programs, thereby contributing to the development of local industries.

Governor Nam Han-gwon stated, "This agreement has opened the door to practical cooperation that will benefit both the nature of Ulleung County and its residents," adding, "We will create a sustainable Ulleung-type model that integrates education, environment, and administration."
