75% of First-Grade, 51.5% of Second-Grade Systems Restored
Related Complaints Drop from 2,700 to 300 Cases
Yoon Hojoong: "Restoration Will Proceed Under Three Core Principles"
As the fire at the National Information Resources Service entered its 18th day, 36.7% of the halted administrative information systems have been restored. The government emphasized that it would carry out the restoration work based on the three core principles of safety, security, and trust.
According to the Central Disaster and Safety Countermeasures Headquarters on October 13, as of 6 a.m. that day, 260 out of 709 affected systems had been restored. With the restoration of first-grade systems such as Korea Post Shopping and the Korea On-line E-Procurement System Shopping Mall, citizens and public institutions are once again able to purchase goods from small businesses and SMEs online.
Among the normalized systems, many are first- and second-grade systems that have a large number of users or perform core functions. The restoration rate for first-grade systems stands at 75.0%, and for second-grade systems at 51.5%. The restoration rate for third-grade systems is 42.9%, and for fourth-grade systems it is 24.4%, indicating a comparatively slower pace of recovery for these categories.
The number of civil complaints caused by the information system failures is reportedly decreasing. The number of related call center consultations dropped from about 2,700 cases on September 30, the day after the fire, to around 300 cases per day currently.
Yoon Hojoong, head of the Central Disaster and Safety Countermeasures Headquarters and Minister of the Interior and Safety, held a meeting at the Government Complex Seoul on this day and stated, "Now that power has been restored to Data Center 8, it is time to accelerate the restoration process. The government will proceed with restoration under the three core principles of safety, security, and trust to ensure a swift and successful recovery."
Previously, the government projected that the restoration process would accelerate once dust removal, electrical work, and equipment preparation were completed in Data Centers 7 and 8 on the fifth floor, where the fire directly occurred. The government has also added manufacturer recovery personnel to the existing team of about 700 restoration workers for national resources.
Yoon further stated, "The government is strengthening the safety management system throughout the restoration process and will thoroughly inspect risk factors at every stage, including power supply, equipment operation, and data center work. We will strictly adhere to security principles in all processes, from access control to data access."
He added, "Citizens, businesses, and local governments continue their daily lives based on trust that government systems will operate accurately and stably. The government will transparently disclose the restoration status and future plans, and will continue to implement measures to minimize public inconvenience until the end."
