Han Dong-hoon, former leader of the People Power Party, emphasized the need for the "Delivery Platform Abuse Prevention Act" proposed by Assemblyman Park Jeonghoon, who is considered part of the pro-Han faction, stating that the issue of excessive profits made by major delivery apps at the expense of small business owners must be resolved.


On October 10, Han Dong-hoon stated on his social networking service (SNS) that "the problem of excessive profits by major delivery apps is difficult to solve through market forces alone." He explained that, while issues of excessive profits between companies and consumers can usually be addressed by consumer choice, in the case of delivery apps, consumers do not take direct action, which leads to an increase in unfair practices against small business owners.


Han Dong-hoon pointed out that delivery apps initially attract small business owners with low commission fees, but once the business owners become dependent, the platforms raise the fees, treating them "like fish already caught." He warned, "If left unchecked due to these unique circumstances, major delivery apps will continue to take excessive profits from small business owners, and eventually, these small businesses will collapse." He added, "This is when good politics must step in to solve the problem. I will not just listen, but take action."


The bill mentioned by Han Dong-hoon was sponsored by Assemblyman Park Jeonghoon of the People Power Party. It stipulates that major delivery platforms such as Baedal Minjok and Coupang Eats cannot charge participating businesses a commission exceeding 15% of order sales. Many pro-Han faction lawmakers, including Ko Dongjin, Kim Geon, Kim Sohee, Park Jungha, Bae Hyunjin, Ahn Sanghoon, Woo Jaejun, Yoo Yongwon, Jeong Seongguk, Jin Jongoh, and Han Jia, participated as co-sponsors.
