First Place in Basic Local Government Category, Only Winner in Yeongnam Region
Receives Institutional Commendation from Minister of Environment
Changwon Special City announced on October 10 that it has received an institutional commendation from the Minister of Environment, winning first place in the basic local government category for the '2025 Local Government Carbon Neutrality Best Practices' organized by the Ministry of Environment.
Changwon Special City, Ministry of Environment Honored with Top Award for '2025 Carbon Neutrality Best Practices'
This award was determined through a competitive process involving metropolitan and basic local governments nationwide. Out of 76 local governments that submitted their best carbon neutrality practices, Changwon Special City received the highest score among basic local governments after a rigorous evaluation by experts.
Changwon Special City was the only recipient in the Yeongnam region. The city was highly praised for its effective and unique carbon neutrality policies, which were implemented through collaboration with various stakeholders, including businesses and citizens.
To achieve carbon neutrality by 2050, Changwon Special City has been advancing a three-pronged carbon neutrality model that distinguishes it from other local governments: ▲ Public-private cooperation (energy consulting and facility improvement support for small and medium-sized enterprises, consulting on carbon regulations for export-oriented SMEs, operation of tagless and ultra-precise bus information systems, small-scale distributed fuel cell power generation, etc.) ▲ Citizen participation (climate action investment programs in partnership with Kyongnam Bank, Green Leader citizen action movement, expanded carbon neutrality education, support for village-level carbon neutrality initiatives) ▲ Support for climate-vulnerable groups (applying heat-insulating paint for vulnerable households, Cool Roof support projects, etc.).
Jang Geumyong, Acting Mayor of Changwon Special City, stated, "This award is a valuable achievement made possible by the cooperation of businesses, citizens, and the broader community. It demonstrates that Changwon Special City has been leading remarkable changes and achievements in the field of carbon neutrality. We will continue to work with citizens to address the climate crisis and practice carbon neutrality, fulfilling our role as a leading local government."
Meanwhile, the Minister of Environment’s commendation will be presented at the '2025 Local Government Carbon Neutrality Conference' to be held in Yeosu, Jeollanam-do, from November 17 to 18. Changwon Special City plans to present its best practices in carbon neutrality at the conference.
