Park Seungwon: "We Will Realize Smart Governance That Citizens Can Truly Experience"
Gwangmyeong City in Gyeonggi Province will launch a large-scale administrative innovation initiative based on artificial intelligence (AI) for the next three years, starting in 2026.
On October 10, the city announced that it will establish the "AI Gwangmyeong Initiative," a three-year plan from next year through 2028, in line with the national priority policy of "Becoming One of the Top Three AI Powerhouses."
The core of this plan is to actively utilize AI technology in administration to build a foundation for AI-driven administrative innovation, focusing on improving work efficiency, solving social issues, and enhancing citizen convenience.
The city aims to improve public safety with a crowd management system that predicts congestion, and to enhance citizen convenience in civil services by introducing an AI chatbot. The city also plans to automate administrative work such as public bidding management to increase both efficiency and transparency.
To establish the plan, the city will conduct an analysis of the usage environment, surveys and in-depth interviews with all departments and citizens, and review domestic and international cases of AI use in administration.
Based on these findings, the city will finalize strategies and tasks such as building AI governance including strengthening organizational AI capabilities, developing pilot administrative systems utilizing AI, and nurturing AI professionals. A step-by-step implementation roadmap will also be established, with plans to prepare an evolutionary strategy for service expansion and advanced administration in each phase.
The city plans to complete the initiative by December and sequentially implement the tasks according to the plan starting next year.
Park Seungwon, Mayor of Gwangmyeong, stated, "This plan serves as a blueprint to proactively respond to the rapidly developing AI technology environment and to achieve both administrative innovation and enhanced citizen convenience. Moving forward, we will integrate AI throughout our administration to realize smart governance that citizens can truly experience."
