Government Information System Disruptions Continue for 11 Days... Restoration Rate at 24.3% (Comprehensive) Yoon Hojung, Minister of the Ministry of the Interior and Safety, is presiding over the 9th Central Disaster and Safety Countermeasures Headquarters meeting on the fire at the National Information Resources Service administrative information system at the Government Seoul Office in Jongno-gu, Seoul, on the 3rd. On October 6, the 11th day since the fire at the National Information Resources Service (NIRS), 157 out of 647 administrative information systems had been restored.


According to the Central Disaster and Safety Countermeasures Headquarters, as of 6 p.m. on this day, which marks the 11th day since the government information system failures caused by the NIRS fire, the restoration rate stood at 24.3%.


On this day, the Onnara Document 2.0 system, used by officials in central government ministries for their work, was restored, allowing the resumption of Onnara document and memo report usage. The website of the Social Security Committee under the Ministry of Health and Welfare was also restored.


Late the previous day, partial restoration of the 1365 Donation Portal enabled public information inquiries to become available again.


The government has been mobilizing all available personnel and equipment to restore the 647 information systems that were paralyzed by the fire at the NIRS Daejeon headquarters on September 26.


The government plans to finalize, by October 7, a plan to transfer 96 information systems that suffered direct damage-located in the completely destroyed Computer Room 7-1 at the Daejeon headquarters-to the Daegu Center, in order to accelerate restoration efforts.


Local governments are also continuing efforts to minimize the impact of service disruptions caused by their linkage to central government systems.


Busan plans to establish an online civil service system on its main website by October 13. Gwangju is preparing to provide an online civil service to replace the National Petition Portal starting from October 10.


Chungbuk is conducting a full inspection of its uninterruptible power supply (UPS) batteries, which have been identified as the cause of the fire, by October 10.


Jeonnam will operate a 24-hour civil service response system until October 9, the last day of the Chuseok holiday.
