Following the fire incident at the National Information Resources Service (NIRS), the Office of the President convened a meeting of the "AI Government Infrastructure Governance and Innovation Task Force (TF)" to expedite the restoration of the national data network. The government decided to mobilize all available public and private sector capabilities and to request cooperation to ensure that the related budget can be increased during the 2026 budget review process. Additionally, the working conditions of public officials engaged in the restoration of government systems will be improved.

On the morning of October 4, Policy Chief Kim Yongbeom announced via a written briefing that he presided over the TF meeting to discuss prompt restoration of the national data network and fundamental improvements to the national information system management structure. The meeting was attended by the Presidential Office’s Chief of AI Future Planning, Fiscal Policy Advisor, Cybersecurity Secretary, Vice Chair of the National AI Strategy Committee, and officials from the Ministry of the Interior and Safety and the Ministry of Science and ICT, who are overseeing the restoration of the national data network.


Before the meeting, Kim offered condolences for the Ministry of the Interior and Safety official who tragically passed away on October 3 while working on government system restoration. He also shared President Lee's request to pay special attention to improving the working conditions of public officials who are silently and tirelessly fulfilling their heavy responsibilities for the recovery of daily life and overcoming the national crisis. He emphasized that this incident should serve as an opportunity to further enhance the capabilities and treatment of public officials working on the front lines of tasks directly related to public safety.


The meeting focused on restoration measures for the national data network to alleviate public inconvenience and normalize national functions. Kim explained, "To ensure the smooth supply of necessary resources, such as the relocation to the Daegu Center, we have decided to mobilize all public and private sector capabilities, including the rapid deployment of idle equipment and personnel from government agencies, private experts, and private companies."


Kim further added, "We will prioritize the budget required for restoration, swiftly allocate and support emergency funds, and request cooperation so that the relevant budget can be increased during the National Assembly's review of the 2026 budget."


The TF also resolved to use this incident as a turning point, not only for simple restoration but also for a comprehensive review and overhaul of the management, operation structure, and governance of the national informatization system that has been established over the years. The plan includes accurately analyzing the current status and realities of national information resource management and fundamentally redesigning the system structure and governance to suit the AI era by leveraging outstanding private sector capabilities and advanced international cases.


Kim stated, "Going forward, we will make every effort to restore the national data network as quickly as possible to alleviate public inconvenience. The 'AI Government Infrastructure Governance and Innovation TF,' composed of the Presidential Office, relevant ministries, Chief AI Officers (CAIOs) from all ministries, and private experts, will continue to hold both online and offline meetings during the Chuseok holiday period and aims to announce concrete improvement measures as soon as possible."
