Strong Collection Measures and Sanctions for Major Delinquents
Fostering a Culture of Diligent Tax Payment Expected

Donghae City in Gangwon Province announced on October 2 that, in order to foster a culture of diligent tax payment and secure stable independent financial resources, it will implement the "2025 Second Half Local Tax and Non-Tax Revenue Arrears Intensive Collection Period" from October through the end of December, and will carry out systematic and focused collection activities targeting overdue payments.

The city will first send payment notices to delinquent taxpayers and actively encourage voluntary payment through promotional efforts such as telephone guidance. However, if payment is still not made, the city plans to take strong administrative measures in stages, including the seizure of real estate, vehicles, deposits, wages, and bonds, as well as public auction of real estate and vehicles.


In particular, for those with large or habitual arrears, the city will simultaneously impose sanctions such as public disclosure of names, restrictions on overseas travel, and provision of information to public records, in order to enhance the effectiveness of arrears collection and realize tax justice.


Additionally, through a thorough investigation of the actual circumstances of delinquent taxpayers, the city will provide payment conveniences such as installment plans for those in financial hardship, while taking strong legal action against those who are deliberately or habitually delinquent, to ensure strict fulfillment of tax obligations.


The city expects that operating this intensive collection period will efficiently resolve overdue local tax and non-tax revenue, thereby securing the fiscal soundness of the region and enhancing tax fairness for diligent taxpayers.


Payments can be made at any financial institution nationwide, and can also be conveniently completed through Wetax or by telephone ARS.


Hong Ilpyo, head of the Taxation Division, stated, "Although these are difficult times due to the economic downturn, it is essential to resolve arrears in order to ensure fairness with the majority of taxpayers who faithfully pay their taxes. We will mobilize every possible method within the bounds of the law to make every effort in collecting overdue payments."
